Position Summary

The Resource Coordinator is responsible for coordinating prevention and recovery support services for youth, caregivers, and justice-involved individuals participating in the Community-Driven Prevention Initiative to Address Service Gaps in the W/B HIDTA Region. The position serves as the primary liaison between program participants, community partners, schools, healthcare providers, juvenile justice agencies, and prevention service providers. The Resource Coordinator will facilitate referrals, monitor participant engagement, coordinate community outreach activities, maintain program records, and support data collection and reporting requirements associated with the HIDTA-funded initiative. The position contributes to the project's goals of reducing substance use initiation, increasing protective factors, strengthening family engagement, and improving access to prevention and recovery resources. 

Essential Duties and Responsibilities

Program Coordination

• Coordinate implementation of prevention activities across participating schools, community organizations, and juvenile justice partners.
• Schedule and support Life Skills Training (LST) and Strengthening Families Program (SFP) activities.
• Assist with participant recruitment, enrollment, orientation, and retention.

• Maintain communication with youth, caregivers, and partner agencies to ensure successful program engagement. 

Resource Navigation and Referrals

• Connect participants and families to behavioral health, healthcare, housing, employment, educational, and recovery support services.
• Coordinate referrals to treatment providers and community-based resources.
• Work collaboratively with Healthcare Access Maryland and other community partners to ensure participants access available benefits and services.

• Monitor referral outcomes and follow up with participants to address barriers to service utilization. 

Community Outreach and Engagement

• Conduct outreach activities in high-risk communities throughout the Washington/Baltimore HIDTA region.
• Participate in community events, resource fairs, school activities, and public awareness campaigns.
• Assist in distributing prevention kits, educational materials, and program information.

• Foster collaborative relationships with community stakeholders and referral partners. 

Data Collection and Performance Monitoring

• Maintain accurate participant records and service documentation within approved data management systems.
• Collect program data, participant assessments, surveys, and outcome measures.
• Assist with tracking performance indicators, including participant engagement, program completion, referral outcomes, and family involvement.

• Support preparation of monthly, quarterly, and annual reports required by W/B HIDTA and funding agencies. 

Grant Compliance and Administrative Support

• Ensure services are delivered in accordance with HIDTA requirements, organizational policies, and evidence-based practice standards.
• Maintain confidentiality and comply with HIPAA and applicable federal and state regulations.
• Assist with program audits, monitoring visits, and quality improvement activities.

• Participate in staff meetings, trainings, and professional development activities. 

Minimum Qualifications

Education

Bachelor's degree in social work, Psychology, Public Health, Human Services, Criminal Justice, Community Health, Behavioral Health, or a related field.

OR

Associate degree with at least three years of relevant experience in prevention, behavioral health, case management, community outreach, or recovery support services.

Experience

• Minimum of two years of experience in community outreach, prevention services, case management, behavioral health, recovery support, or social services.
• Experience working with youth, families, justice-involved populations, or individuals impacted by substance use disorders preferred.
• Experience with community resource coordination and referral management preferred.

Knowledge and Skills

• Knowledge of substance use prevention and recovery support services.
• Understanding of trauma-informed and culturally responsive practices.
• Strong organizational, documentation, and communication skills.
• Ability to establish productive partnerships with community organizations and stakeholders.
• Experience with data collection, database management, and outcome reporting.
• Proficiency in Microsoft Office Suite and client management systems such as CRM or electronic record systems.
• Ability to travel throughout the W/B HIDTA service area.

Preferred Qualifications

• Certified Peer Recovery Specialist (CPRS) or equivalent credential.
• Experience with federally funded grants, HIDTA initiatives, or community-based prevention programs.
• Bilingual skills preferred.
• Familiarity with Life Skills Training (LST), Strengthening Families Program (SFP), and evidence-based prevention models.
