The post holder reports to the Director of Safeguarding and PSHEA, and has strong links to program and gender justice work. The role requires a strong background in program design and the program cycle, and the ability to work across CARE teams and departments to ensure a joined-up approach across disciplines. The post holder will convene and coordinate with key stakeholders and experts across the organization. The post holder is a technical expert in mainstreaming safeguarding and PSHEA principles into programs, designing and testing tools to be used across various program types including emergency response, gender, livelihoods, education and health, and will ensure CARE offices are actively engaged in preventing misconduct through good program design and robust community-based feedback mechanisms. The post holder is responsible for ensuring safer programming is adopted across CARE USA and country offices, and that the right people are convened across the organization to ensure coordinated implementation. All approaches should align with CARE’s Core Values. A global role with travel up to 40% is required; willingness to travel to locations of humanitarian disaster and conflict is essential. This position is an Acting role for 1 year. Responsibilities Mainstream Safeguarding and PSHEA into Programs Globally: Lead the strategy for mainstreaming safeguarding principles into programs and deliver the strategy in coordination with internal stakeholders and country offices. Develop awareness, tools, guidance, training, testing and monitoring approaches, and ensure safeguarding is embedded and funded in project proposals. Embedding Safeguarding and PSHEA into Program Design: Develop systems, processes and tools to ensure safeguarding is designed into CARE’s programs; work with stakeholders to embed safe design and mitigate risks across the program cycle. Survivor Support Services: Lead design, development, commissioning and rollout of survivor support programs for community members affected by sexual harassment, exploitation or abuse, incorporating sector best practices. Monitoring, Evaluation and Learning: In partnership with the Safeguarding Coordinator and MEAL colleagues, design monitoring and evaluation tools to ensure safeguarding measures are effective. Development of Internal and External Networks: Build networks and engage internally with key stakeholders to drive behavior change; develop partnerships with implementing organizations to advance the sector’s safeguarding work. Building Partnerships at Country Office Level: Develop a country office Safeguarding and PSHEA focal point network, mentor and develop program staff to support safeguarding work. Required Qualifications Expert in mainstreaming Safeguarding into program design in an International NGO context Master’s degree or equivalent 5 years’ experience in program design (program cycle) in humanitarian and development contexts Excellent training, coaching and facilitation skills Project management skills (desirable) Technical skills and knowledge in PSHEA and Safeguarding Expertise in program design and monitoring (Program cycle) Ability to manage multiple complex processes and projects concurrently Highly organized with excellent time management Risk management experience Discretion and confidentiality Tenacity and drive; ability to take tough decisions Excellent relationship-building and networking skills Confident and self-assured with humility Strong project management and change-driving capabilities Preferred Qualifications French, Spanish, or Arabic language skills Strong ability to build rapport with people at all levels Skilled networker and relationship-builder Other Information There are individuals who may use CARE’s name and trademark in emails and on websites to solicit fees from job-seekers.
