Description
This position is responsible for providing direct and indirect case management services to Sixth Judicial District Specialty Court participants. The responsibilities of this position include conducting individual case management sessions with participants, documenting activities, connecting participants with community resources, as well as other duties to support the program functioning. Performs a variety of technical tasks relative to assigned areas of responsibility, such as data entry, statistics, grants, preparation of reports, etc. Reports to the Specialty Courts Coordinator.

DISTINGUISHING CHARACTERISTICS:

This position is distinguished by the following responsibilities: (1) Providing direct case management services to program participants; (2) Data entry and tracking; (3) Program support and coordination; and (4) Liaison between court and community providers. This position reports to the Specialty Courts Coordinator. The Specialty Courts Case Management position is funded in whole or in part by grant funds and not by Humboldt County appropriations and may terminate when funding is no longer available. Continued employment beyond this time will be contingent upon satisfactory performance, compliance with Humboldt County policies and procedures, the continued availability of funds, and the needs of the department.
Examples of Duties


(Performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential functions).
  1. Completes comprehensive case management assessments and ongoing case management services to Specialty Court participants in order to connect them to the services necessary to meet their individualized needs.
  2. Assists participants with habilitative services, housing and financial planning; provides support to encourage positive choices for the success of the individual.
  3. Stays up to date with and educates clients on resources available.
  4. Creates individualized case plans based on Ohio Risk Assessment System (ORAS)
  5. Learns and implements Adult Drug Court Best Practice Standards and other standards relevant to specialty court models.
  6. Collects and maintains data related to program and participant activities for purposes of care coordination and program evaluation.
  7. Attends and actively participates in staffing and court hearings to update the Specialty Team on participant activities and progress.
  8. Develops and maintains cooperative working relationships with members of the Specialty Courts Team including, but not limited to, District Attorney, Defense Counsel, Probation, treatment providers, law enforcement, and other community agencies.
  9. Attends required conferences, training, and committee meetings.
  10. Assists in coordinating training for Specialty Courts.
  11. Demonstrates a comprehensive understanding of and complies with all applicable confidentiality and privacy laws related to substance use and mental health treatment, including 42CFR, part 2 and 45 CFR (HIPAA).
  12. Represents the Sixth Judicial District Court and Humboldt County with dignity, integrity, and a spirit of cooperation in all relationships with staff, clients, and members of the public.
  13. Prepares all paperwork for staffing and court sessions in a timely manner and as directed.
  14. Develops case management program with tracking and statistical analysis components required by federal grant mandates.
  15. Creates and maintains accurate files on Specialty Court participants' progress through programming.
  16. Assists with applications, processing and transportation arrangements for participants admitting to withdrawal management and residential treatment services.
  17. Performs other duties as assigned.

Required Certifications and Licenses:
Possession of a valid driver's license or alternate means of travel.
Experience and Training :

Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:

Possession of a bachelor's degree from an accredited college or university in human services, social work, criminal justice or other related field and six (6) months of general case management experience or any combination of training and experience that would demonstrate the desired knowledge and abilities of the position.

Nevada Public Employees' Retirement System (PERS)(1):
  • Humboldt County, Nevada contributes 36.75% of an eligible Regular Member's salary for retirement.
  • Humboldt County, Nevada contributes 58.75% of an eligible Sheriff's Office Deputy's salary for retirement.
Nevada Deferred Compensation Program (NDC):
  • The NDC is voluntary retirement savings program for employees of the State of Nevada, NSHE and other local government employers.
  • The program is designed to supplement other retirement savings and pensions.
  • Contributions are made pre-tax and investment earnings are tax-deferred or you may invest on pre-tax (Roth) basis and your investment earnings will be tax free upon eligible withdrawal.
  • Both types of deductions are made through payroll.
Insurance Coverage
Insurance Stipend:
  • Humboldt County, Nevada provides a monthly insurance stipend to assist employees who elect to participate in any of the County offered insurance plans.
  • The stipend for Fiscal Year 2025-2026 is $1,300.00 per month.
Health Insurance Eligibility:
  • Employees working 30 hours or more per week are eligible for health insurance coverage.
  • Eligible employees as defined in the group health insurance plan are eligible to enroll in the group health insurance plan effective the first of the month following 30 days of employment.
  • Dependents of employees, as defined in the current plan booklet, are also eligible for coverage under the insurance plan at the employee's expense.
  • Employees must authorize a payroll deduction of any share of the health coverage premium, which is to be paid by the employee.

Leave Plans
Annual Leave:
  • All full-time employees will earn annual leave beginning from their initial date of hire at a rate of .0385 hours earned per hour's paid (3).
  • Part-time employees who regularly work 20 hours or more per week will earn annual leave on a pro-rated basis.
  • Employees earn additional annual leave hours at 5, 10, 15, and 25 years of service up to a maximum of 240 hours (30 days) per year.
  • While on probationary period, an employee cannot take annual leave for the first six months; the employee still accrues vacation leave during this time.
Sick Leave:
  • Eligible Humboldt County, Nevada employees accrue sick leave at the rate of .05 hours for each hour worked up to a maximum accrual of 120 hours per year with a maximum accrual of 980 hours.
Holiday Leave:
  • Eligible Humboldt County, Nevada employees enjoy 12 paid holidays per year plus one additional day as a floating holiday(4).
  • Holidays eligible for paid holiday leave include;

Tuition Reimbursement
  • Humboldt County, Nevada values its employees and empowers them to enhance their skills by taking career related higher education courses as well as participating in job related workshops and seminars.
  • To that end, the County has a generous Tuition Reimbursement policy for accredited courses, reimbursing up to $1,500 per year(5) in educational expenses.
Note : Humboldt County, Nevada provides benefits to regular employees. Most part time positions are ineligible for benefits.


1: PERS retirement benefits are only available to employees hired in positions that work 20 hours per week or more on a regular basis. Positions of less than 20 hours per week (or less than 1040 hours in a fiscal year) will instead receive Social Security contributions.
2: Coinsurance is the percentage of costs paid by employees after they have paid/met their respective deductibles.
3: Employees will accrue annual leave during their introductory period but are not allowed to use annual leave until you they have been employed continuously for at least 6 months.
4: Employees are eligible to receive the additional floating holiday after successful completion of 1 year of service with the County.
