Title: Program Manager – Thayer Family Foundation Veterans ShelterSalary: $72,103 annually (Exempt)Shift: Monday – Friday, 6:00am - 3:00pmReports To: Director of Housing and RetentionThis position has an introductory probationary period of 90 days.The Position:The Program Manager for the Thayer Family Foundation Veterans Shelter will oversee the day-to-day operations of the region's first abstinence-based recovery motel shelter for Veterans. Created to fill a gap in services identified by both Do Good’s Veteran Participants and staff, the role comes with a unique opportunity to be a part of a brand new, developing program within Do Good. This role collaborates closely with the Director of Housing and Retention to develop abstinence-based, trauma-informed policies and procedures that will be the foundation of Do Good’s recovery program(s).This position will be responsible for overseeing and supporting a diverse group of individuals with a wide range of experience and education, including those who are certified peers and in recovery themselves.All Program Managers within Do Good Multnomah have the responsibility and duty to be familiar with and uphold the organization’s core values: Dignity, Human-Centered, Empowerment and Empathy. The Program Manager is required to have a working knowledge of HMIS systems, referral systems, proper case management and assertive engagement techniques, proper and non-biased documentation for write-ups, critical incident reports, as well as daily and nightly shelter notes.In addition, the Program Manager is responsible for working with the team to ensure that site safety, cleanliness, and sanitation are maintained. Tasks will include, but are not limited to, assisting with site janitorial services, room turnovers, garbage removal and disposal, and routine sanitizing of surfaces. The ideal candidate will have management experience in abstinence-based recovery work and/or housing, identify as a Veteran themselves, or have experience working directly with Veterans who live with substance use disorders (SUD). Experience providing recovery-oriented services, working with marginalized communities, and passion for positive community engagement and team building is highly valued.The Program:The program offers safe, supportive and trauma informed services for Veterans who are committed to an abstinence-based lifestyle. This program serves adult Veterans only, including historically marginalized Veterans in the LGBTQIA2+ and BIPOC communities.Do Good’s definition of a Veteran is inclusive, meaning that our sites accept all Veterans, regardless of whether they meet the federal guidelines for eligibility. This includes Reserves with less than 180 days of active duty and Veterans with less than honorable or dishonorable discharges.The motel shelter is located within a school zone and as a result background checks will be required and we will not be able to accept individuals with convictions that put vulnerable populations at risk including sex offences, crimes against children or other violent crimes against vulnerable populations. Team members will collaborate with Program Participants to ensure they have access to the support and resources needed to maintain their recovery plan during their time in shelter. This includes but is not limited to Peer Support and Recovery Mentor services, housing navigation, addressing medical and mental health needs, personal finance and budgeting, and more. Program staff includes Certified Recovery Mentors, Peer Support Specialists, and other roles to be determined.Program Operations:Assist in the development of program policies and procedures for maintaining oversight and consistency of service delivery within the program and ensuring that program policies and procedures are consistent with Do Good’s mission, values, policies, and procedures.Collaborate with the Director of Housing & Retention Services, community partners, and HSD (Homeless Services Department) to develop a referral and intake process for the Kenton Veterans sober motel.Present participant assistance fund requests to the Director of Housing & Retention and Sr. Director of Finance for sign-off within 7 business days of submission.Work closely with the Director of Housing & Retention Services and Sr. Director of Finance to maintain the participant assistance, program supply, and shelter event budgets. Submit additional monthly and quarterly reports according to program requirements.Ensure maintenance of program equipment and adequate stock of all necessary supplies to always maintain site safety and programming, complete supply runs and restocks when needed and submit purchase requests for program supplies above and beyond routine supply orders or monthly allowance to the Director of Housing & Retention as soon as the need is identified.Ensure all facilities needs are documented in the site maintenace log, reported to the Sr. Director of Operations and the Director of Housing and Retention in a timely manner and ensure that all program staff and participants follow through with recommendations, treatments and/or repairs according to standard operating procedures.Attend and participate in all required meetings within the scope of practice (i.e. internal leadership and management, community partners/funders, any other meetings assigned by the Director of Housing and Retention).Identify community partners, businesses, property management, and other external resources that will support participant sustainability for engagement and building relationships to support the long-term success of the program.Achieve program outputs/goal outcomes as outlined by the program’s funders while ensuring that the dignity and safety of participants and staff are always prioritized and advocated for. If outcomes are not met, come within acceptable goal ranges as established by Do Good Leadership, Contract Managers, and/or program funders.Documentation & Reporting:Work with the Sr. Director of Finance and Director of Housing & Retention to develop documentation standards and ensure that staff are regularly updating participant files including CaseWorthy, Individual Service Plans, and HMIS.Regularly update HMIS to reflect program data and outcomes while ensuring all data entries are timely, accurate, and up to date.Conduct monthly CaseWorthy and HMIS audits for all direct reports, ensure staff receive a copy of those audits and are provided feedback during monthly supervisions and upload them to the staff members file when completed.Meet all monthly data reporting and tracking guidelines as required by both internal and external stakeholders.Staff Supervision & Training:Give direction and delegate mission-centered tasks to all Program staff and volunteers. Empower staff to take initiative and problem solve.In collaboration with the Director of Housing and Retention Services, develop job descriptions, post open positions, interview and hire for open positions as needed.Provide direct and indirect supervision to all program staff, including monthly individual supervisions, monthly case note and HMIS audit reviews, and annual performance reviews.Be familiar with certifications required for all roles within the program as established by the certifying body for each including training, core competencies, continuing education and supervision requirements. Ensure that all team members have the appropriate levels of certification, supervision and continuing education to maintain all certifications required for their position, including coordinating with internal or external providers to ensure individuals are getting adequate and appropriate supervision according to their certifications and overseeing body.Lead weekly collective check-in meetings which include all team members.Manage the monthly schedules and bi-monthly timecards of direct and/or indirect reports and approve them no later than the deadline communicated by the Finance Team.Collaborate with the People & Culture Department and Director of Housing & Retention to identify onboarding and ongoing training needs/plans for team members. Identify, assign or when appropriate provide additional training as needed, especially those needed to maintain staff certifications.Work closely with the People & Culture Department to address individual employee concerns and matters related to site culture, while maintaining appropriate confidentiality.Model and encourage direct and respectful communication and collaboration among staff members across the organization, with participants, and with community partners to ensure a positive support network.Direct Participant Support:Assist the team in building and maintaining a list of resource and service referrals to program participants that support the ongoing needs of participants as needed.Provide or collaborate with the Sr. Manager and Director of Housing and Retention to provide staff training on client assistance policies and procedures.Oversee and provide the initial level of review for all participant assistance, ensuring that every file is complete with proper documentation and record-keeping for finance review in a timely manner.Program Safety & OSHA Compliance:Provide a safe and sanitary environment for participants and staff while following all OSHA and Oregon Health Authority food and safety practices.Ensure all program staff, including the Program Manager, complete all OSHA required training and maintain their certification(s) throughout employment.External Communications:Attend and, when appropriate, ask program staff to attend applicable community facing meetings (i.e. Multnomah County/Homeless Services Department (HSD), community and neighborhood association, HADIN, Veteran-by-Name-List, Coordinated Access).Navigate public conversations and guide the narrative around the program and its role in the continuum of care. This will include, but is not limited to, attending neighborhood association meetings, collaborating directly with community partners and donors, and assisting in storytelling opportunities involving participants.Collaborate with the Director of Development, Director of Communications, and IT Team in establishing key and meaningful data collection points, funding opportunities, storytelling, and communicating resource needs and value of the program.Miscellaneous Duties:Adhere to all state and federal privacy and security regulations applicable to the program, and to Do Good Multnomah’s policies and agreements regarding confidentiality, privacy, and security.Perform other duties as assigned. **This job description reflects the assignment of essential functions; it does not prescribe or restrict the potential tasks assigned and does not state or imply that these are the only duties performed. Extensive knowledge of applicable resources and the network of service providers in North Portland and the greater Portland Metro area.Direct Service Experience & Familiarity with Target Population: Knowledge of and experience with addressing and supporting an escalated participant through proper trauma-informed de-escalation and engagement techniques. Ability to apply motivational interviewing techniques, strengths-based advocacy, and trauma-informed care. Ability and willingness to treat people experiencing houselessness with compassion, dignity, and respect.Direct Service Experience and Familiarity with providing abstinence-based recovery services in both the clinical and Peer model.Leadership: Ability to provide humble leadership, establish priorities, and collaborate as part of a team. Willingness to learn new skills and ability to continuously learn, apply training instruction, and take constructive feedback.Active Listening & Effective Communication: Ability to positively interface with businesses and neighbors who may not be immediate supporters of the work attempting to be accomplished. Ability to represent Do Good Multnomah and the intention of this program in a way that promotes trust and understanding. Willingness to take time to understand the points being made and ask questions as appropriate. Consistent, clear, and courteous communication with participants, staff, referrals, community partners, and vendors. Ability to communicate clearly and concisely both verbally and in writing.Strategic Thinking & Complex Problem-Solving: Ability to analyze complex problems and provide effective solutions, utilizing systematic and analytical approaches to make informed decisions that align with the organization's goals and values. Ability to maintain calm and compassion under pressure.MINIMUM QUALIFICATIONS:A minimum of three (3) years’ experience working with houseless or formerly houseless individuals battling housing barriers, addiction, and/or mental health disparities in an abstinence-based recovery setting and/or the equivalent.At least one (1) year of prior management experience working with veterans in an abstinence-based recovery program(s) and/or the equivalent.Active Oregon CADC II or willing and able to complete certification within the first 90 days of hire.Ability to reliably and consistently utilize the organization's technology systems, including time tracking software, Microsoft Office, and Adobe Suite programs.Strong understanding of Housing First, Trauma-Informed Care, and Harm Reduction models.Ability and willingness to treat all co-workers and clients with respect and dignity, while being mindful of diverse ethnic backgrounds, religious views, political affiliations, cultural backgrounds, genders, and sexual orientations.Current Oregon Food Handler’s card, or ability to obtain one within the first 90 days of employment.Must possess a current driver’s license and have the ability to travel between various parts of Portland and Multnomah, Clackamas, and Clark counties.Must be able to pass a pre-employment background check and drug screening both prior to and during employment.PREFERRED QUALIFICATIONS:Veterans with or without lived experience in houselessness and/or substance use disorders strongly preferred.Experience in social services or non-profit settings is strongly preferred.PHYSICAL REQUIREMENTS:Physical ability to regularly sit, utilize hands and fingers, reach, talk, hear, and stand. The nature of this work requires the stamina to perform daily repetitive physical tasks.Studies have shown that BIPOC, non-males, and members of the LGBTQIA2S+ community are less likely to apply for jobs unless they meet all of the qualifications in the job description.
