Front Line Manager

As a Front Line Manager you will:

• Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
• Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
• Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
• Give advice, counsel or instruction to employees on work and administrative matters.
• Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
• Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
• Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
• Identify developmental and training needs of employees, providing or arranging for needed development and training.
• Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

• Serves as a first-line supervisor with full supervisory authority, providing leadership and analytical oversight of program activities supporting taxpayer assistance and compliance initiatives across a wide range of specialty program areas. Plans, directs, organizes, and evaluates work operations to ensure effective accomplishment of program objectives aligned with organizational priorities. Analyzes program performance data using established metrics, reports, and data systems; identifies trends, risks, and systemic issues; and directs corrective actions to enhance efficiency, effectiveness, and service delivery. Interprets and implements established policies, procedures, and internal controls to ensure consistent application and compliance with organizational and regulatory requirements.
• Leads, mentors, develops, and evaluates a team of management and program analysts and support staff. Establishes performance expectations, assigns and reviews work, and conducts performance evaluations in accordance with supervisory guidelines. Manages workload distribution based on priorities and resource availability, ensuring timely and accurate completion of assignments. Identifies developmental needs and supports employee growth through coaching, training, and performance feedback.
• Applies analytical and evaluative methods to assess program operations, workflow processes, and performance outcomes. Reviews reports, metrics, and trend data to identify systemic issues, operational risks, and areas for improvement. Recommends and implements process enhancements and procedural adjustments to improve program efficiency, accuracy, and consistency.
• Coordinates with managers and stakeholders across functional areas and Business Operating Divisions (BODs) to resolve operational issues, clarify program requirements, and support implementation of program initiatives. Participates in planning discussions and provides analytical input to support decision-making, resource utilization, and workload management. Provides updates to leadership on program status, risks, and operational impacts.
• Promotes a work environment that emphasizes accountability, continuous improvement, and customer service. Ensures employees understand and follow established policies, procedures, and performance expectations while supporting organizational goals.
