DESCRIPTION OF SERVICES Title: Database Administrator 3 Work Hours: Mon Fri 8am 5pm CST Location: 701 W. 51st, Austin, Texas 78751 Position: Hybrid Texas Health and Human Services Commission requires the services of 1 Database Administrator 3, hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 3, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). The Department of Information Resources (DIR) requires the services of 1 Database Administrator 3, hereafter referred to as Worker, who meets the general qualification of Database Administrator 3 and the specifications outlined in this document for the above-named customer. Enters codes to create production data base. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Directs programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise. DISCLAIMER: Candidates for this position will be subject to a pre-employment security review to determine employment eligibility. The contractor role is for a Senior Database Administrator (Database Administrator III) and will perform advanced database administration tasks for databases used by applications with complex data models, workflows, and reports. Assists the team in creating and maintaining logical and physical data models. The successful candidate will work with Full-stack Java applications on HHSC's cloud platform (Azure/AWS) within an Agile (Scrum) environment. The role will involve migrating data from Oracle applications to SQL schemas and loading it into collections. Additionally, the candidate will optimize database performance during and after migration, identify and resolve performance bottlenecks, and implement monitoring solutions to track database health and performance metrics. The DBA III works on activities including but not limited to database tuning, indexing, customization, transformation, data migrations/conversions, installations, troubleshooting, upgrades, patching, user management, security of data at rest and in motion, disaster recovery, clustering for high availability and load balancing, data backup, purging and archiving, implementation of database policies, data replication and backup to secondary sites like disaster recovery environments, procedures for the integrity, availability, and confidentiality of the sensitive and business-critical databases. The role will involve working closely with the team to create and maintain logical and physical data models, with a primary focus on Oracle and Azure Microsoft SQL. This role will require converting Oracle Stored Procedures and Functions to Azure SQL. Minimum Requirements: II. TERMS OF SERVICE Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 454 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W. 51st, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. TERM OF SERVICE Services are expected to start on or around September 1, 2026, and are expected to be completed by August 31, 2027. Total estimated hours per candidate shall not exceed 454 hours for FY27. Initial Purchase Order Term: Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order. Renewal Option(s): HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order. The primary work location will be 701 W. 51st, Austin, Texas 78751. Position will be 3 days remote with 2 days (Mon & Fri) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). Subject to change per the hiring team. Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas. Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense. The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time. The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.
