Contracts and Procurement Director
Lead procurement strategy for one of Virginia's largest state agencies. You'll oversee millions in contracts, champion supplier diversity, and build a high-performing teamall while driving innovation that directly impacts millions of Virginians. Your impact in numbers: 35% strategic procurement leadership for complex, high-value contracts; 25% building and mentoring your procurement team; 20% championing supplier diversity as DMV's SWaM leader; 15% ensuring compliance and managing risk; 10% collaborating with executive leadership and state agencies.
What you'll lead:
- Strategic procurement: Direct complex acquisitions, negotiate enterprise contracts, and develop long-term strategies that optimize costs and drive innovation across DMV operations.
- Team excellence: Mentor procurement professionals, set performance standards, and create a culture where your team thrives and exceeds expectations.
- Supplier diversity: Serve as DMV's SWaM Championdevelop plans, build relationships with diverse suppliers, and advance equity in public procurement.
- Compliance & innovation: Balance regulatory requirements with cutting-edge procurement practices, ensuring DMV operates at the highest standards while embracing new technologies.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum qualifications:
- Extensive knowledge of public procurement laws, including the Virginia Public Procurement Act (VPPA), and federal, state, and local regulations.
- Proven expertise in strategic planning, policy development, and enterprise-level procurement management.
- Strong leadership and organizational skills to oversee department-wide operations, manage senior-level staff, and ensure alignment with agency goals.
- Advanced analytical and financial skills for managing department budgets, forecasting, and implementing cost-saving initiatives.
- Demonstrated ability to direct large-scale procurement initiatives with significant fiscal and operational impact.
- Comprehensive understanding of risk management, compliance, and audit preparation across multiple procurement functions.
- Superior communication and negotiation skills for building relationships with executive leadership, state agencies, and external stakeholders.
Additional considerations:
- Expertise in leading multi-agency procurement programs, including collaboration with state and federal agencies.
- In-depth knowledge of supplier diversity programs, including SWaM, and strategies for promoting equity in procurement.
- Familiarity with emerging procurement trends, such as sustainable sourcing and advanced technologies like AI-driven tools.
- Ability to mentor senior leaders and develop policies that drive organizational transformation and efficiency.
- Advanced certifications such as Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB).
- Significant experience in executive-level procurement leadership, including multi-jurisdictional procurement initiatives.
- Demonstrated success in implementing innovative procurement strategies to optimize costs and improve operational efficiency.
- Experience managing enterprise-wide budgets and overseeing procurement operations with significant fiscal and operational impact.
- Experience presenting strategic procurement plans and policy recommendations to executive leadership and state agencies.
