HOURS 40 hours, 260 days, 12 months. Contract Unit: This position is excluded from all bargaining units. FLSA: Exempt. GENERAL FUNCTION The Director of Technology for Wicomico County Public Schools provides strategic and operational leadership for the district’s technology services, ensuring technology investments enable safe, equitable, and effective teaching and learning while supporting efficient district operations. This role partners with multiple departments including curriculum and instructional leaders to deliver reliable instructional technology (devices, classroom systems, learning platforms, and digital resources), oversees enterprise applications and infrastructure, leads and develops technology teams, manages vendor partnerships, and ensures strong cybersecurity, data privacy, and risk-management practices. QUALIFICATIONS Master’s degree in Information Technology, Computer Science, Information Systems, Business Administration, or a related field preferred. Bachelor’s degree with equivalent training/experience is a minimum requirement. Seven years of progressive leadership experience in information technology, technology operations, or a closely related area. Education industry expertise is preferred, but private or public sector experience will be considered. Demonstrated experience overseeing business applications and enterprise technology services in a complex, multi-site environment (K-12 district experience strongly preferred). Proven ability to manage large budgets (including multi-million-dollar operating and/or capital budgets) with strong financial stewardship. Strong project/program leadership skills, including scope definition, stakeholder alignment, risk management, and delivery execution. Excellent communication skills with the ability to explain technical concepts to non-technical audiences. Experience leading K-12 technology initiatives such as SIS and LMS deployments, device programs (1:1), classroom technology modernization, assessment platforms, and system integrations (SSO/rostering/data exchange) preferred. Working knowledge of cybersecurity and student/staff data privacy practices, including vendor privacy reviews and compliance expectations (e.g., FERPA, COPPA, and state requirements) preferred. Experience with cloud services and modern K-12 environments, including identity platforms, MDM for student/staff devices, collaboration suites, instructional technology ecosystems and Microsoft M365 or Google Cloud services preferred. Understanding of accessibility requirements and inclusive technology practices (e.g., WCAG concepts, assistive technology, and supporting diverse learner needs) preferred. Strong vendor management and contract negotiation experience, including licensing and SaaS subscriptions preferred. Demonstrated ability to build a service-oriented culture, improve processes, and mature IT governance preferred. Analytical mindset with experience using metrics to drive operational performance and customer satisfaction preferred. RESPONSIBILITIES Serve as a principal advisor and consultant to the Chief Finance & Operations Officer on matters related to strategies and planning for all divisions of technology in Wicomico County Public Schools. Develop and execute a multi-year technology strategy and roadmap aligned to WCPS organizational objectives, service expectations, and budget constraints. Lead, coach, and develop technology staff; establish clear goals, performance expectations, and professional development plans. Partner with teaching and learning stakeholders (e.g., Curriculum & Instruction, Special Education, school administrators, and teacher leaders) to set priorities for instructional technology, professional learning support, and classroom readiness—without directing instructional practice. Establish standards for digital learning tools and integrations (e.g., rostering, single sign-on, and data exchange) to support consistent access across schools and grade levels. Ensure technology services meet accessibility and equity needs (e.g., assistive technology coordination, accessible digital resources) and support initiatives that reduce the digital divide. Lead student and staff data privacy practices for technology systems, including vendor privacy review processes, security requirements, and compliance with applicable laws and regulations (e.g., FERPA, COPPA, and state student data privacy requirements). Oversee the selection, implementation, integration, and lifecycle management of K-12 business and instructional applications (e.g., SIS, assessment platforms, ERP -finance/HR/payroll, content filtering, identity management, and productivity/collaboration tools) to improve service quality, data integrity, and user experience. Direct technology operations, including networks and wireless, cloud/on-prem environments, endpoint and device lifecycle management, classroom and building technology (AV, interactive displays, phones, security systems as applicable), identity and access management, information security, and service help desk support. Manage a multi-million-dollar operating and capital budget; perform forecasting, cost controls, portfolio prioritization, and ROI/value analysis. Establish and maintain technology governance, policies, and standards (e.g., acceptable use, identity/access, device management, data classification/retention, and instructional technology standards) to ensure reliability, consistency, and compliance. Own vendor strategy including RFPs, contract negotiation, licensing, renewals, and vendor performance management; ensure purchasing aligns with district policies and, when applicable, support E-rate planning/documentation and audit readiness. Using project management principles, partner with business leaders to translate requirements into scalable solutions; provide clear communication on scope, risk, timeline, and expected outcomes. Implement and oversee cybersecurity, privacy, and risk-management programs, including vulnerability management, incident response, security awareness, content filtering, and third-party risk. Ensure business continuity and disaster recovery planning, documentation, and testing to minimize instructional and operational disruption. Define and report on key performance indicators (KPIs) and service-level metrics; present status, risks, and recommendations to executive leadership. Identify emerging technologies and process improvements that increase organizational effectiveness and customer/stakeholder satisfaction. Participate in WCPS Executive Leadership Team meetings and activities. Participate in Technology Leadership Forum with Maryland LEA-based leaders. Oversee the district’s Technology Steering Committee, meeting regularly with a cross-functional group regarding technology initiatives. Perform other duties as assigned.
