Summary

Under the supervision of the Program Director, provide targeted supportive services, orientation and engagement, and referral services to welfare-to-work participants and CalWORKs recipients. Conduct outreach to educate potential CalWORKs participants about the program and about available supportive services including substance abuse treatment. Special emphasis on engaging Asian community members living in San Gabriel Valley. Must speak Cantonese or Mandarin.

Essential Functions

· Identify tabling events and opportunities where outreach and education can be provided to members of the target community.

· Conduct outreach at strategic local community venues (e.g. health fairs, temples & churches) to increase awareness of CalWORKs and related alcohol and drug treatment services.

· Provide Substance Use Disorder (SUD) information and education for CalWORKs participants who may have an SUD and/or co-occurring mental health issues in Asian communities.

· Assist participants to self-explore the consequences of alcoholism and other drug dependence

· Identify community members with SUD needs and connect them with culturally and linguistically appropriate staff and treatment service agencies

· Encourage participants with SUDs and family members to enter treatment and to ensure that a supportive family network is in place to support those individuals who choose to enter treatment.

· Educate on how self-help (i.e., Alcoholics Anonymous, Al-Anon, and Narcotics Anonymous) complements alcoholism/drug addiction or dependency counseling and the unique role of each in the recovery process.

· Collect data on numbers of clients served, services provided, and other data elements required by the funder, DPH/SAPC.

· Submit required data to supervisor in a timely manner.

· Attend all SAPC CalWORKs provider meetings.

· Attend alcohol and drug training and workshops organized by Los Angeles County and other providers.

· Regular attendance required

· Maintain and uphold agency mission statement, values, policies, procedures and principles.

· Other duties as needed .

Secondary Functions

Occasional weekend and overtime hours may be required

Minimum Qualifications - Knowledge, Skills and Abilities Required

· Three years of experience in human services, outreach and education, or alcohol and drug counseling.

· Valid California Driver’s License, current car insurance, and reliable transportation required.

· Computer literacy includes regular e-mail correspondence, data entry in Excel spreadsheets, etc.

· Proven event and program organizing skills.

· Ability to work and communicate effectively with people of diverse cultures, education, social and economic backgrounds

· Bilingual (written and verbal) in one of the following languages: Chinese (Mandarin and/or Cantonese).

· Verification of Employment Eligibility and Background Check.

· Regularly updated CPR/First Aid certification from a recognized agency.
