Prevention Operations Program Manager

The Air Force Civilian Service (AFCS) is looking for a Full-Time Prevention Operations Program Manager (GS‑0101‑13) to work at the Air Force Personnel Center (AFPC), Prevention Operations Branch, on Joint Base (JB) San Antonio - Randolph, in Universal City, Texas. Moving expenses may be paid. Recruitment incentives may be available based on experience. Salary: $108,001 – $140,403 per year based on experience. Qualifications/Requirements In this position, you will serve as a Prevention Operations Program Manager (PM) providing guidance, tools and resources to support resilience and primary prevention of Interpersonal and Self-Directed Violence (ISDV) across all levels of the Department of the Air Force (DAF). Conveys policy and operational guidance to Major Commands (MAJCOMs)/Field Commands (FLDCOMs) and the installation Integrated Primary Prevention Workforce as a key subject matter expert. Encourages the development of coordinated prevention and resilience efforts ensuring all prevention partners, leadership, and the community understand risk and protective factors associated with self-directed harm and abusive or harmful acts from a public health perspective. Serve as a liaison between, and among Headquarters Air Force (HAF) and Headquarters Space Force, and MAJCOM/FLDCOM Integrated Resilience Offices (IROs) to assist with operationalizing and tailoring resilience and prevention programs to meet mission and resource needs across the DAF. The Prevention Operations PM collaborates with partners to integrate primary prevention efforts in areas such as sexual assault, sexual harassment, domestic abuse (including intimate partner violence and child abuse and neglect), workplace violence (including harassment, bullying, and hazing), suicide, and alcohol abuse/misuse prevention. Must be a U.S. Citizen Must be able to obtain & maintain a “Secret” Security clearance. Must be able to obtain and maintain the required credentials for the position. Incumbent must meet screening/suitability criteria listed in Department of Defense (DoD) and Department of the Air Force (DAF) guidance. Degree Requirements Degree: At least a bachelor’s degree in a behavioral or social science; or related disciplines appropriate to the position. OR Combination: Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Required Core Competencies Policy & Practice: Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science, and/or public health practices principles and theories relating to primary prevention. Cultural & Risk Analysis: In-depth knowledge of community risk and protective factors, DAF culture and support systems to research, analyze, interpret, and operationalize policies, regulations, and procedures to develop and deliver Department of Defense (DoD) and DAF primary prevention strategies. Financial Planning: Working knowledge of budget and cost analysis process, and knowledge of program planning and budgeting cycles in support of prevention program requirements. Data & Reporting: Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making. Project Management: Skill and ability to independently plan and manage short and long-term projects and to cultivate and sustain positive working relationships to project completion. Highly Desired Knowledge and experience within DoD Integrated Primary Prevention, including prior completion of DAF SPARX Knowledge education and the DoD Credentialing Program for Prevention Personnel (D-CPPP) requirements. Subject Matter Expertise in the area of Suicide Prevention and execution of the DAF Suicide Prevention Program's 15 Elements. Knowledge and experience executing/supporting the Command Climate Assessment program requirements. Master’s degree or higher in a behavioral or social science; or related disciplines appropriate to the position. Prior experience at the Action Officer (AO) level and working knowledge of AO responsibilities involved with operationalizing a DAF program of record.
