Boyer Commercial Construction is growing, and we are adding a Construction Project Manager with federal project experience to our Columbia, SC team. This is a newly created position driven by an expanding pipeline of work, not a backfill. You will join a well-established, full-service general contractor licensed in SC, NC, GA, and TN with a strong reputation for quality, communication, and attention to detail across the Southeast.

About the Role

As Construction Project Manager – Federal Projects, you will manage federal government construction projects from preconstruction through closeout. You will be the primary point of contact for government representatives, contracting officers, and subcontractors, ensuring projects are delivered on time, on budget, and in full compliance with federal contracting requirements.

Key Responsibilities

• Manage federal construction projects from award through final closeout, including budgets, schedules, and quality control
• Serve as primary liaison with Contracting Officers (KO), Contracting Officer Representatives (COR), and government quality assurance personnel
• Prepare and manage submittals, RFIs, schedules of values, pay applications, and project documentation in accordance with federal contract requirements
• Ensure compliance with FAR requirements, Davis-Bacon prevailing wage, certified payroll, and Buy American provisions
• Oversee quality control programs consistent with USACE and NAVFAC standards, including the three-phase control process
• Enforce site safety in accordance with EM 385-1-1 and OSHA standards
• Negotiate, award, and manage subcontracts and purchase orders
• Lead project meetings, manage change orders and modifications (REAs), and maintain accurate daily reporting
• Manage project financials including cost forecasting, billing, and monthly projections
• Support estimating and preconstruction efforts on federal pursuits as needed

Qualifications

• 5+ years of commercial construction project management experience, with at least 2 years managing federal projects (USACE, NAVFAC, GSA, VA, or similar agencies)
• Working knowledge of federal contracting requirements including FAR, Davis-Bacon, certified payroll, and government submittal/closeout processes
• Construction Quality Management for Contractors (CQM-C) certification preferred, or ability to obtain
• Experience with government project management platforms such as RMS 3.0 or Procore
• OSHA 30 certification preferred
• Ability to obtain base access and pass background screening as required for federal worksites
• Strong scheduling skills; experience with Primavera P6 or Microsoft Project a plus
• Bachelor's degree in Construction Management, Engineering, or related field preferred; equivalent field experience considered
• Excellent communication, organization, and client relationship skills
• Valid driver's license and ability to travel to project sites as needed
