Position Overview


We are seeking an experienced Senior Business Analyst to support a major financial data migration and modernization initiative for Baltimore City . The successful candidate will play a key role in migrating financial, billing, and tax data and business processes from a legacy COBOL mainframe environment to a modern Software-as-a-Service (SaaS) platform.


This role requires a highly analytical professional with experience in public-sector environments, complex data migration initiatives, financial/billing systems, requirements analysis, data mapping, testing, and business process transformation . The ideal candidate will be comfortable working across business and technical teams and serving as a bridge between Baltimore City stakeholders, technical teams, and SaaS vendors.

Key Responsibilities

Data Migration & Modernization


Lead and support the migration of financial, billing, and tax data from a legacy COBOL mainframe environment to a modern SaaS platform.


Define and document data migration strategies, including data mapping, transformation rules, validation, reconciliation, and conversion requirements .


Ensure migrated data maintains accuracy, completeness, security, and integrity.


Identify data dependencies, gaps, inconsistencies, and legacy-system constraints that may impact migration activities.


Support data reconciliation and resolution of migration-related issues.

Business Process Analysis


Analyze existing financial, billing, tax, and related business processes within Baltimore City departments.


Document current-state and future-state processes, workflows, business rules, and system dependencies.


Identify process gaps, inefficiencies, redundancies, and opportunities for improvement.


Work with stakeholders to define optimized processes aligned with the capabilities of the new SaaS solution.

Requirements Gathering & Documentation


Conduct stakeholder interviews, workshops, and requirements-gathering sessions.


Elicit, analyze, validate, and document business and functional requirements .


Develop requirements related to data migration, interfaces, reporting, workflows, business rules, and system functionality.


Create and maintain Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), process flows, data mapping documents, and traceability documentation .


Translate business requirements into clear specifications for technical teams and SaaS vendors.

Technical & Cross-Functional Collaboration


Collaborate with developers, database administrators, data analysts, QA teams, project managers, system integrators, and SaaS vendors .


Support technical teams in understanding business requirements, legacy data structures, transformation rules, and migration requirements.


Work with technical teams to identify and resolve data and integration issues.


Participate in solution design discussions and ensure business requirements are properly represented in the technical solution.

Testing & Quality Assurance


Develop and support comprehensive testing strategies for the data migration and SaaS implementation.


Participate in data validation, system integration testing (SIT), User Acceptance Testing (UAT), regression testing, and post-implementation validation .


Develop test scenarios, test cases, expected results, and acceptance criteria.


Validate migrated financial, billing, and tax data against source-system records.


Track, document, and support resolution of defects and data discrepancies.

Stakeholder Management & Communication


Serve as a liaison between Baltimore City business stakeholders, technical teams, project leadership, and SaaS vendors .


Facilitate workshops, requirements sessions, status meetings, and working sessions.


Communicate project requirements, risks, issues, dependencies, and progress to stakeholders.


Build consensus across business and technical teams and ensure alignment throughout the migration lifecycle.

Change Management & Transition


Support organizational change management activities associated with the transition from legacy systems to the SaaS platform.


Develop and maintain business process documentation, user guides, and training materials.


Support end-user training and knowledge-transfer activities.


Assist business users during implementation, transition, and post-production stabilization.

Project Delivery Support


Support project managers with project planning, milestones, dependencies, risks, issues, and deliverables.


Work within Agile, Waterfall, or hybrid project delivery methodologies .


Ensure business analysis deliverables are completed according to project timelines and quality standards.

Required Qualifications


7+ years of experience as a Business Analyst, Senior Business Analyst, or equivalent role.


Demonstrated experience supporting large-scale data migration or system modernization projects .


Experience with financial, billing, tax, accounting, revenue, or related government systems .


Experience working with local government agencies or public-sector organizations .


Strong understanding of business process analysis, requirements elicitation, requirements documentation, and process modeling .


Hands-on experience with data mapping, data transformation, ETL concepts, data validation, and reconciliation .


Strong SQL skills for data analysis, validation, and troubleshooting.


Experience working with legacy/mainframe environments , preferably COBOL-based systems.


Experience supporting implementation or integration of SaaS solutions .


Strong experience working with technical and non-technical stakeholders.


Excellent written and verbal communication skills.


Experience facilitating stakeholder workshops, meetings, and presentations.


Experience supporting SIT, UAT, data validation, and post-implementation activities .


Knowledge of Agile, Waterfall, or hybrid project methodologies .

Preferred Qualifications


Experience with COBOL mainframe financial systems , including legacy data structures and processing workflows.


Experience migrating financial or billing data from a mainframe/legacy environment to a SaaS platform .


Experience with SaaS financial platforms such as Oracle ERP Cloud, Workday Financials , or comparable enterprise financial/billing solutions.


CBAP or equivalent Business Analysis certification .
