Choose MITRE for a career with purpose — and help shape the future.The International Intelligence Systems Advisor (IISA) is an integral member of the Global Intelligence Division leadership team, representing the N970 Division in engagements and work program development actions across U.S. sponsors at multiple levels. This senior division leadership position is responsible for international intelligence strategy, capability development, and coordination of cross-program initiatives for the NGA, NSP, and NSA work programs.The IISA works in partnership with the N970 Director, Chief Engineer, department managers, and project leaders to enable an integrated approach to international intelligence across Intelligence Community (IC) and aligned Department of War (DoW) sponsors and serves as a subject matter expert and trusted technical advisor to MITRE leadership, sponsors, and partner stakeholders.The IISA drives N970 division strategic alignment with Goal 4 of the National Intelligence Strategy: Diversify, Expand, and Strengthen Partnerships. Across the NGA, NSP, and NSA work programs, the advisor will strengthen established relationships, advance MITRE’s capability in international intelligence partnerships, and improve mission interoperability and responsible information sharing. The IGIA provides enterprise-level integration and strategic coherence across MITRE activities supporting partner burden sharing initiatives, to include bilateral and multilateral intelligence collaboration, without altering existing programmatic ownership structures. Additionally, the IISA serves as a Global Intelligence Division focal point for coordination and integration across shared MNS Global, MITRE Australia, DoW and IC international partnership efforts. The IISA operates at the enterprise integration level, dynamically assembling and leading cross-functional MITRE teams drawn from across organizational boundaries to develop partner strategies, capability roadmaps, assessments, and work program recommendations. The role does not rely on a standing team structure, but instead depends on the continuous ability to convene, align, and synthesize distributed expertise across MITRE, sponsors, and authorized partner stakeholders into unified, mission-relevant outcomes.Roles & Responsibilities: The selected candidate will be expected to:Partner with N970 Global Intelligence Division leadership, Department Managers and Chief Engineers to develop a cohesive international global intelligence strategy for the division that advances sponsor partnership priorities, increases technical quality of existing work, and leads to sustainable work program growth across NGA, NSP, and NSA business organizations.Lead cross-functional, ad hoc MITRE teams to develop integrated intelligence partnership capabilities spanning intelligence mission operations, analysis, data and architecture interoperability, information sharing, workforce development, governance, and technology adoption.Translate sponsor priorities and partner mission needs into mutually beneficial capability roadmaps, engagement plans, and work program opportunities, including scoped concepts, sequenced activities, measurable outcomes, and transition paths.Develop and maintain in-depth understanding of the NGA, NSP and NSA sponsors' international partnership portfolios, including strategy, organization, leadership, investments, authorities, and issues; identify partner-specific challenges that can be addressed by MITRE; and provide informational updates to the broader N970 leadership team.Continuously synthesize developments across key international intelligence partners, U.S. mission stakeholders, and relevant technology ecosystems, translating evolving needs and capabilities into implications for mission effectiveness, capability gaps, interoperability, and future architectural needs.Partner with project, task, and technical leads across MITRE (MNS, MT&E, and MPS) to refine the technical direction for MITRE's international intelligence work program and ensure all relevant MITRE resources are brought to bear for NGA, NSP, and NSA sponsors.Guide alignment of partner capabilities with U.S. and coalition intelligence architectures, mission systems, analytic workflows, and governance processes, and enable secure, appropriate two-way information exchange, accounting for security, releasability, interoperability, data sharing, and policy constraints.Maintain awareness of MITRE's current and planned work supporting international intelligence and identify opportunities to connect related efforts, reuse proven methods, and reduce duplication.Lead coordinated assessment efforts with cross-functional MITRE contributors to evaluate partner capability maturity, mission readiness, interoperability, and institutional capacity, and translate findings into prioritized recommendations and investment roadmaps.Plan and carry out a regular tempo of sponsor and authorized partner engagements in support of the Global Intelligence Division international strategy, partner network expansion, capability development priorities, and work program goals.Represent MITRE at relevant bilateral and multilateral forums, partner engagements, and technical conferences through MITRE-sponsored channels to maintain awareness of emerging requirements, capabilities, mission applications, and partnership trends.Engage NGA, NSP, and NSA sponsor and authorized partner technical, operational, acquisition, and policy stakeholders to understand mission requirements and operating constraints, including classification and disclosure, releasability, sovereignty, data sharing, interoperability, workforce, procurement, and policy-driven boundaries.Basic Qualifications:Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.Background or experience with the National Reconnaissance Office or National Geospatial Intelligence Agency - it’s strategy, missions, and priorities.Experience with FVEY partners allied related allied mission partner architectures. Engagement at the requirement and enterprise architecture level. Typically requires a degree in system engineering, physics, applied mathematics, aerospace, mechanical engineering, or related discipline and work experience with a strong technical background.Proficiency in DoD and IC space sponsors and their role in the development, acquisition, and operational lifecycle and the ability to work across to achieve higher level strategic objectives. Understanding of space-related physics and engineering concepts, for example, orbital mechanics, satellite propagation, space-based ISR, satellite communications, space domain awareness, etc. Knowledge of enterprise data architectures.Knowledge of Model Based System Engineering (MBSE) and associated tools, techniques, and processesAbility to proactively formulate key analytical questions to drive modeling, simulation, experimentation, and prototyping. Experience with understanding & presenting technical studies to senior decision-makers to drive action and outcomes. Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance.
