This position is located in the Metropolitan Police Department (MPD), in the Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). MPD's Human Resources Specialists serves as a strategic HR partner responsible for delivering comprehensive human resources services to both professional and sworn members. In this position, the HR Specialist performs a broad range of human capital functions, including full-cycle recruitment and staffing, position management, classification, employee processing, benefits administration, and employee advisory services. The incumbent collaborates with managers, supervisors, and employees to ensure compliance with applicable personnel regulations, policies, and procedures while supporting organizational workforce objectives.
Upon selection, the incumbent will be responsible for the following:
Managing full-cycle recruitment activities for professional and sworn positions which includes consulting with hiring managers to develop recruitment strategies and workforce planning initiatives, preparing and reviewing vacancy announcements, screening applications, evaluating qualifications, coordinating interviews, and facilitating selection processes, monitoring recruitment metrics and providing recommendations to improve hiring effectiveness and reduce time-to-fill.
Conducting position management reviews to ensure organizational structures align with operational needs and workforce objectives. Reviewing and evaluating position descriptions for accuracy, completeness, and compliance with classification standards. Conducting classification analyses, desk audits, and organizational assessments. Providing recommendations regarding position classifications, reallocations, reorganizations, and workforce restructuring initiatives. Advising management on classification policies, procedures, and best practices.
Coordinating pre-employment and onboarding activities for newly hired employees and offboarding of employees due to termination, resignations and/or retirement. Processing personnel actions and ensure timely and accurate entry of employee transactions. Facilitating employee orientation and onboarding programs. Monitoring hiring and workflows and maintaining personnel records and ensure data integrity within HR information systems.
Providing counseling and guidance to employees regarding health insurance, retirement programs, leave benefits, and other employee benefit offerings. Conducting education sessions. Assisting employees with enrollment, life event changes, retirement planning, and benefits-related inquiries and serving as a liaison between employees, benefits providers, and retirement administrators.
Licenses and Certifications
A possession of Professional Human Resources certification is preferred. Examples include PHR, SPHR, SHRM-CP, SHRM-SCP, IPMA-HR, or other comparable HR-Related certifications.
Qualifications, Education and Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level, or its non-District equivalent, gained from public or the private sector. Examples of specialized experience for this position includes experience applying human resources regulations, policies and procedures related to recruitment, position management/classification, employee benefits, retirements and personnel action request (PAR) processing; utilizing automated HR systems (i.e. PeopleSoft, eRecruit , etc.. ),
A bachelor's degree in Human Resources Management , Business Administration, Public Administration, or a related field is preferred.
Skills Assessment
