Job Summary We are seeking an experienced Subcontracts Manager II with experienceof working in a government procurement environment, including CPSR policies and procedures. In this role, you will lead a team of Subcontract Administrators in managing subcontracts with various U.S. government agencies and international customers. You will have a strong background in procurement or supply chain management, excellent negotiation, communication and collaboration skills. The successful candidate will lead, motivate and develop a team of Supply Chain professionals at various levels of experience. Furthermore, the successful candidate will need to foster a culture of excellence, innovation, and continuous improvement within the team. This is a key leadership role that requires a high level of expertise, strategic thinking, and collaboration with internal and external stakeholders. This position requires working in the office on a hybrid working schedule of at least three days a week. Principal Duties And Responsibilities Will Include Ensure compliance with Supply Chain policies and procedures, and advise internal customers on supply chain-related matters Manage geographically dispersed staff Provide leadership and guidance to staff, including mid-year and end-of-year performance reviews Analyze data and present Supply Chain metrics to effectively manage staff and operations Provide training to staff; produce templates and guidance to staff to support development Review and ensure staff are maintaining subcontract proposal and contract documents in accordance with applicable laws, regulations, and company policies Ensuring compliance with FAR, DFARS and Prime Contract flow-down provisions, company policies and procedures, and program provisions Identify and execute continuous improvement initiatives Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles Review and provide approval against Subcontract Material and Labor Basis of Estimates Required Education, Experience, & Skills A clear understanding of regulatory and trade compliance, particularly with regards to export and import controls Experience leading major procurement/subcontracting efforts in a Department of War (DOW) contracting environment Knowledge of FAR and DFARS regulations and the nature of flow-down requirements Understanding/knowledge of CPSR audits and requirements. Comprehensive understanding of subcontractor solicitations and bid analysis/process Strong working experience generating, negotiating and executing major subcontracts Demonstrated ability to resolve contractual conflicts with subcontractors through Excellent verbal and written communication Excellent time management/organizational skills Strategic/Critical Thinking Strong experience generating, negotiating and executing major subcontracts and long-term supply agreements, with the financial acumen to evaluate pricing, cost impacts, and contractual risk. Preferred Education, Experience, & Skills Familiarity with defense / aerospace industry & regulations and a good understanding of the role of subcontractors in complex industries Advanced degree and/or certification in CPSM, CPM, CIPS or CFCM Pay Information Full-Time Salary Range: $134640 - $228888 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
