- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Analyzing and recommending costs and benefits of alternative methods of financial management of programs and administrative operations;2)Interpreting budgetary/accounting policies and practices to resolve technical and operational problems with retail procurement procedures;3)Presenting and defending budget reports and estimates to senior leadership;4)Establishing, monitoring, and validating financial management commitments and obligations; 5) Utilizing knowledge of Working Capital and Aircraft Navy (APN)-6 funds.

Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
