Budget Analyst

POSITION SUMMARY The Budget Analyst assists the Budget Manager in the preparation, coordination, and development of the budgeting process for the Richmond Sheriff’s Office. The role involves analysis, planning, preparation and implementation of the annual budget, and reporting progress of major activities to executive-level administrators through budgeting reports. RESPONSIBILITIES Develop an operating budget, including two‑year expenditure forecasts and review of pay and benefits. Conduct surveys, research, data analysis, cost‑benefit analyses, and revenue and expenditure forecasting. Monitor and amend the operating budget, verifying data and funding. Execute transactions within the integrated budget, accounting, and purchasing system (purchase requisitions, contract payment vouchers, budget data entry, appropriation revisions, salary and budget imports). Develop and monitor objectives as part of the annual budget process. Prepare budget presentations and workshops. Prepare salary projections, develop procedures, and make policy recommendations. Assemble and formulate statistical analysis when required. Perform advanced financial analysis and interpret methods to formulate recommendations. Negotiate, exchange ideas, and provide information to formulate policy and programs affecting the budget. Establish long‑range plans and programs, identify funding sources, and allocate funds for capital improvements, major equipment, and new technology systems supporting the office and the City of Richmond. Conduct training for departments involved in the budget process. Provide information and answers to departments regarding budgets, forecasts, surveys, financial trends, and requested data. Provide data and analysis for the Sheriff, City Council, and City Administration. Carry out any other duties as directed by the Sheriff, Budget Manager, or the Sheriff’s designee. WORK ENVIRONMENT Works within an office environment, interacting with employees, City officials, and the general public. QUALIFICATIONS Education and Training : Bachelor’s degree in a field that provides a well‑rounded budget/administrative background or equivalent experience. Three (3) years of experience in the daily operation of local and state compensation budget processes (COIN). Virginia Compensation Board experience preferable. Proficient in English (reading, writing, speaking). Strong mathematical skills, able to use symbols, numbers and formulas to solve complex problems. Proficient in Microsoft Office Suite and related software (word processing, spreadsheets, custom applications). Managerial Experience : Minimum five (5) years supervising personnel; experience with performance appraisals, disciplinary actions, and counseling. Knowledge of intranet and internet use.
