Clinical Psychologist (PTSD)

Department Of Veterans Affairs

Duties The incumbent serves as a full-time staff PTSD psychologist on the Mental Health Specialty Care Team at the Massaponax CBOC in Fredericksburg, VA. The position is focused on treating Veterans with all forms of PTSD, including combat and war zone stress, military sexual trauma, childhood trauma, accident trauma, and all other forms of trauma. The incumbent in this position provides a full range of psycho-diagnostic assessment, psychotherapeutic and psycho-educational interventions as well as consultative services to Veterans from all military conflicts who manifest symptoms of post-traumatic and other stress disorders and co-occurring conditions such as substance abuse and depression. The incumbent provides individual and group psychotherapies and may also provide couples and/or family therapies. S/he provides one or more evidence-based and evidence-informed psychotherapies for PTSD, which include Cognitive Processing Therapy (CPT), Prolonged Exposure (PE) and Eye Movement Desensitization and Reprocessing (EMDR). The incumbent may be involved in program development and evaluation and/or research activities. S/he reports to the Psychology Program Manager and Supervisory Psychologist for the CBOCs.Clinical Responsibilities: Conducts initial screening and intakes of Veterans referred for PTSD treatment.Provides full range of comprehensive psychotherapeutic interventions, including crisis intervention and outpatient individual, couples, family, and group psychotherapies for PTSD, Complex PRDA, and co-morbid conditions and diagnoses, including mood disorders, anxiety disorders, and Substance Use Disorders, with emphasis on tome-limited, evidence-based and evidence-informed approaches.Performs psychological evaluations for patients on units to which the psychologist is assigned to provide coverage.Incorporates promising new evidence-based and recovery-oriented clinical theories and procedures ( includes psychoeducational and rehabilitation interventions ) into clinical services for patients with PTSD, Complex, PTSD, and dual or multiple diagnoses.Develops specialized behavior plans as appropriate and consults with on how to implement them.Develops safety plans for patients with suicidal and/or homicidal ideation and intent.Works effectively with treatment teams to develop coherent treatment services and strategies for patients with PTSD and Complex PTSD, including development of treatment and behavior plans that include measurable treatment goals.Administrative Responsibilities:Adheres to operational policies and procedures for the treatment teams to which the incumbent is assigned.Responsible for the timely completion of all clinical charting and documentation required by the Medical Center or Healthcare System, as appropriate.Facilitates liaisons with other mental health and health care programs in order to effectively coordinate services.Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.Attends and participates in administrative and informational meetings.Program Evaluation/Research:Assists in preparation of RFP's and grant proposals, as assigned.Oversees the establishment of program monitors and outcome measurements within programs assigned using a data-driven quality assurance process.May plan and implement personal research programs designed to provide information regarding program planning and relevant treatment approaches.May presents outcome data and research results at Medical Center, VA, regional, or national scientific or professional meetings.Other Significant Responsibilities:Serves on CBOC, Medical Center or Healthcare System, VISN, and/or National VA committees or task forces as assigned.Represents the Medical Center or Healthcare System at professional/program community group/events and committees as assigned.Participates fully in peer review and quality improvement reviews of other psychologists at the Richmond VA Medical Center and its CBOCs.Other duties as assigned.Work Schedule: 8:00 AM - 4:30 PM , Full TimeTelework: Ad-HocVirtual: This is not a virtual position.Functional Statement #:00000Relocation/Recruitment Incentives: AuthorizedEDRP Authorized: Contact Hector France, View email address on click.appcast.io, the EDRP Coordinator for questions/assistance. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.OR, have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed, OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.Internship Requirement: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed, OR, new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.), OR, Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Exception. Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. § 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations:Psychologist, GS-13 (Full Performance Level): at least 2 additional years of experience, with at least one year equivalent to the GS-12 level. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of, and ability to apply, professional psychological treatments to a full range of patient populations.Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.Knowledge of clinical research literature.Perform assignments. At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate. They may be assigned to any VHA program and setting, such as inpatient or outpatient medicine, primary care, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Compensation and Pension, Vet Centers, and the VHA National Center for Organization Development. Psychologists diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family, and group psychotherapies and other interventions such as behavioral health and community interventions. Psychologists consult with Medical Center staff on a wide variety of patient care issues. Staff psychologists may be involved in program evaluation, teaching, training, and research activities.Preferred Experience: Ability to implement evidence-based, evidence-informed, and promising psychotherapeutic treatments for PTSD.References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G18 Psychologist Qualification Standard.
