Continent Upon Contract Award The Project Manager provides overall leadership for the United States Citizen and Immigration Services (USCIS)Freedom of Information Act (FOIA) Processing Support Services and serves as SoftDev's single point of contact for the Contracting Officer and Contracting Officer's Representative (COR). This position is designated Key Personnel and also serves as the Contractor Security Officer. The Project Manager is accountable for contract performance, staffing, quality, production, security, Government property, reporting, and timely resolution of operational issues. Essential Duties and Responsibilities Direct all contractor work performed under the Statement of Work (SOW) and ensure resources are aligned with ordered case quantities, production schedules, and the 95 percent Acceptable Quality Level (AQL). Serve as the single point of contact for the Contracting Officer and COR and remain available by telephone from 8:00 a.m. to 5:00 p.m. Central Time, Monday through Friday. Provide direction to supervisors and ensure an authorized alternate can act with full authority during any absence. Develop and maintain the Project Plan, work breakdown structure, milestone schedule, Quality Control Plan, staffing plan, risk register, and standard operating procedures. Lead the 90-day ramp-up, workforce onboarding, Entry on Duty coordination, Personal Identity Verification (PIV) readiness, Government training, and transition to full production. Serve as Contractor Security Officer and coordinate personnel, physical, information-protection, incident-reporting, and records-safeguarding matters. Oversee monthly production, quality, rejection, staffing, and corrective-action metrics; identify trends and implement recovery plans when performance is at risk. Prepare and submit monthly status reports and invoices within five business days after month end and participate in monthly progress meetings. Maintain accountability for Government-furnished equipment and ensure initial, annual, interim, closing, and return reporting is completed on time. Ensure rejected cases are corrected and resubmitted within two business days and that only Government-approved cases are invoiced. Manage subcontractors, if any, and ensure all personnel comply with FOIA, Privacy Act, Department of Homeland Security (DHS), USCIS, security, conduct, accessibility, and nondisclosure requirements. Minimum Qualifications Bachelor's degree in business, public administration, information management, legal studies, or a related discipline; equivalent directly relevant experience may be considered. At least eight years of progressively responsible program or operations management experience, including at least three years managing a federal records, FOIA, Privacy Act, legal review, case processing, or comparable high-volume service operation. Demonstrated experience managing performance-based work, production targets, quality standards, staffing ramps, corrective actions, and client reporting. Working knowledge of FOIA and Privacy Act processing, protection of personally identifiable information, and federal contractor security obligations. Strong written and verbal communication skills and proficiency with Microsoft Office applications. Preferred Qualifications Direct USCIS, DHS, immigration records, or FOIA Immigration Records SysTem (FIRST) experience. Project Management Professional certification or comparable program-management credential. Experience managing Government-furnished property and geographically dispersed or remote teams. Performance Expectations Achievement of ordered production within the period of performance. Monthly quality at or above the 95 percent AQL and timely corrective action. On-time, accurate reports, invoices, plans, Standard Operating Procedures (SOPs), security submissions, and Government Furnished Property (GFP) reports. Timely response to the COR and effective resolution of technical and operational issues. Common Conditions of Employment Must be a United States citizen. Must successfully complete USCIS suitability and Entry on Duty requirements and maintain required access throughout employment. Must sign required criminal-history, nondisclosure, privacy, and acceptable-use acknowledgments and complete all required training. Must safeguard sensitive, personally identifiable, law-enforcement, procurement-sensitive, and Government information and use only authorized equipment and systems. Must be able to read, write, speak, and understand English and work during approved hours that support National Records Center operations.
