Environmental Compliance Specialist

Job Summary This position is located in the Department of Housing and Community Development (DHCD), Office of Program Monitoring (OPM). OPM is responsible for ensuring compliance with Federal and District laws, regulations, and program requirements applicable to DHCD-assisted projects and activities. The mission of DHCD is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia. The incumbent serves as a Environmental Compliance Specialist responsible for administering, monitoring, and evaluating compliance with Davis-Bacon and Related Acts (DBRA), labor standards requirements, workforce regulations, affirmative action requirements, First Source laws, Office of Human Rights (OHR) requirements, Department of Small and Local Business Development (DSLBD) requirements, and other Federal and District compliance obligations applicable to DHCD-funded projects, such as Section 3. The position provides technical expertise, program oversight, and onsite inspections to ensure contractor compliance, conducts compliance reviews and investigations, analyzes program risks, develops corrective actions, and advises management on labor standards and related compliance matters affecting Departmental programs. Duties and Responsibilities Administers and monitors compliance with Davis-Bacon and Related Acts, Contract Work Hours and Safety Standards Act, Copeland Act, Fair Labor Standards Act, Federal labor standards provisions, Section 3, and applicable District labor and workforce requirements on DHCD-assisted construction and development projects. Reviews and evaluates certified payrolls, labor compliance documentation, restitution calculations, employee classifications, fringe benefit documentation, and contractor records to determine compliance with Federal and District labor standards requirements. Conducts onsite compliance monitoring reviews, employee interviews, payroll investigations, and contractor assessments to verify compliance with Davis-Bacon wage determinations and related labor standards requirements. Provides technical assistance, compliance guidance, and training to contractors, developers, consultants, community-based organizations, and internal DHCD staff regarding labor standards requirements, compliance procedures, reporting obligations, and corrective actions. Participates in pre and postconstruction conferences and project kickoff meetings; interprets labor standards requirements; distributes required compliance forms; establishes reporting schedules; and ensures stakeholders understand compliance responsibilities. Assesses departmental and contractor compliance with labor standards, workforce utilization requirements, affirmative action obligations, First Source requirements, and related Federal and District regulations. Develops written findings, recommendations, and corrective action plans to address identified deficiencies. Analyzes compliance trends, recurring violations, and program risks; identifies systemic compliance issues; and recommends improvements to policies, procedures, monitoring activities, and internal controls. Coordinates with Federal and District agencies, including the U.S. Department of Labor (DOL), U.S. Department of Housing and Urban Development (HUD), Department of Employment Services (DOES), Office of Human Rights (OHR), and Department of Small and Local Business Development (DSLBD) regarding compliance reviews, investigations, reporting requirements, and enforcement actions. Develops, prepares, and presents reports, analyses, and recommendations for management regarding labor standards compliance, contractor performance, workforce utilization, restitution payments, enforcement activities, and program outcomes. Qualifications and Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Licenses and Certifications None Working Conditions/Environment The work is generally sedentary. Work is performed primarily in an office setting. Participation in stakeholder engagement activities may be required to support compliance reviews, provide information to project participants, and facilitate coordination across contractors, community organizations, and government partners. Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks reasonable suspicion drug and alcohol testing, and post-accident or incident drug and alcohol testing for the duration of their tenure. Residency Preference: Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
