Job Title: Clinical Manager Department: Recovery and Reentry Reports To: Director/Sr Director, Recovery & Reentry Supervises: Assigned Staff FLSA Status: Exempt Pay Grade: E5 Job Type: Regular, Full-Time AKBCU: Yes ICPA: No General Functions: The Clinical Manager provides clinical oversight for assigned programs within Recovery and Reentry, ensuring the delivery of trauma-informed, culturally responsive, and recovery-oriented services that align with CITC's mission to develop opportunities that fulfill our people's endless potential. This position serves as a clinical leader who strengthens the integration of operational and clinical best practices while maintaining 10% direct service provision. The Clinical Manager ensures all services meet State and Federal requirements, supports staff through supervision and training, and monitors program outcomes to drive positive change. Working in partnership with Program Managers, this role creates a unified leadership presence that promotes participant-driven care and maintains the highest standards of ethical service delivery. - Provide clinical leadership and oversight for assigned programs, ensuring alignment with evidence-based practices and regulatory standards.
- Deliver direct clinical services to participants for 10% of worked hours, maintaining active clinical skills and participant connection.
- Lead weekly case staffings and clinical consultation meetings, providing guidance to ensure quality and consistency of care.
- Provide individual and group clinical supervision to assigned staff, supporting professional development and service quality.
- Support clinical staff in determining appropriate Level of Care placements and developing effective treatment interventions for complex cases.
- Conduct formal observations of clinical work, offering constructive feedback that highlights strengths and identifies areas for improvement.
- Collaborate with Program Managers to create unified leadership presence and ensure integration of clinical and operational best practices.
- Monitor adherence to trauma-informed, culturally responsive approaches and support staff in implementing evidence-based interventions.
- Review clinical documentation and ensure compliance with CITC policies, procedures, and regulatory requirements.
- Partner with leadership in recruitment, interviewing, and performance management of clinical staff to maintain high service standards.
- Participate in quality assurance initiatives including program audits, policy development, and outcome review to drive continuous improvement.
- Facilitate training and educational opportunities for clinical staff to promote ongoing professional development and competency.
- Provide support during participant crises and high-acuity situations, offering clinical guidance and intervention as needed.
- Maintain active presence on treatment units and respond to clinically urgent needs through on-call assignments.
- Perform all related duties as needed and assigned.
- Excellent verbal and written communication skills with ability to convey complex clinical concepts clearly.
- Strong interpersonal skills with professional demeanor and emotional intelligence to handle high-pressure situations.
- Demonstrated ability to manage conflicts, de-escalate crises, and support staff through challenging clinical situations.
- Comprehensive understanding of HIPAA regulations, confidentiality laws, and ethical standards in behavioral health.
- Strong knowledge of case management principles and evidence-based treatment approaches.
- Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
- Ability to work effectively with diverse populations experiencing multiple barriers to recovery.
- Proven leadership abilities with skills in supervision, team building, and professional development.
- Strong time management skills with ability to handle multiple priorities and deadlines efficiently.
- Proficient with computers including word processing, email, spreadsheets, and case management systems.
- Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
- Master's degree in Social Work, Psychology, Human Services, Counseling, Substance Abuse Counseling, Addiction Counseling, or related field.
- Current Alaska clinical licensure in designated field (e.g., LPC, LCSW, LMFT) at time of hire.
- Four (4) years of progressively responsible clinical experience.
- Two (2) years of experience delivering trauma-informed care services.
- Two (2) years of clinical experience in a multidisciplinary environment; OR demonstrated proficiency as a Clinician II at CITC.
- Must obtain Qualified Addiction Professional (QAP) approval within three (3) years of Provisional Provider Application approval date.
- Must obtain LPC Board approved supervisor license within 3 years of hire date.
- CPR certified or ability to be certified within 30 days of hire.
- Maintain all credentials in current and up-to-date status.
- Alaska Chemical Dependency Counselor Certification I (CDC I), or ability to obtain certification within three months from hire date.
- Must obtain Chemical Dependency Counselor Supervisor (CDCS) certificate with the State of Alaska within 2 years of hire.
- Three (3) years of clinical supervisory experience, including experience providing individual and group clinical supervision.
- Current LPC Board approved supervisor license.
- Current Chemical Dependency Counselor Supervisor (CDCS) certification with the State of Alaska.
- Trained and/or certified in evidence-based approaches for the treatment of trauma, such as EMDR and/or brain spotting.
- National and/or international certification for professionals working within substance use disorders/addiction-related disciplines, such as the MAC certification through NAADAC.

- Must be able to lift up to 50 pounds occasionally, by utilizing proper lifting techniques and working in a safe manner.
