Project Management Office Manager

Under the general direction of the Strategy, Planning, and Accreditation Deputy Chief, or designee, the incumbent is responsible for management of Puget Sound Fire's Project Management Office and ensuring that all projects contribute to the operational effectiveness and strategic vision of Puget Sound Fire. They will be responsible for advising executive staff on governance policies and strategic oversight of project/program portfolio. The role requires proactive project management and oversight of the program across a diverse set of teams, with a focus on setting and enforcing portfolio frameworks, standards, and specific deliverables. The incumbent will supervise assigned staff and will ensure resources and tools are available to support staff in the execution of tactical projects to ensure delivery on time, within scope, and within budget.

Essential functions include managing the project portfolio, advising executive staff on prioritization of projects and resource allocation, managing assigned staff, collaborating with stakeholders to define business cases and benefits for each project, reporting portfolio performance, recommending mitigation actions regarding project risks and issues, overseeing the coordination and administration of all aspects of ongoing projects throughout the project lifecycle, identifying and communicating interdependencies and risks between projects within the portfolio, assisting in resource tracking, continuously monitoring project outcomes, maintaining accurate documentation, scheduling and organizing meetings, facilitating communication between team members, stakeholders, and project managers, ensuring that portfolio documentation is organized and accessible, contributing to the development and implementation of quality assurance processes, and monitoring and tracking project budgets and expenses.

Successful incumbents for the position will have knowledge of project management principles, methodologies, and practices, project management tools, software, and other relevant industry-standard technologies, current literature, trends, and developments in the field of Project Management, best practices in professional and technical writing for project documentation, organizational skills, correct usage of English grammar, spelling, punctuation, and vocabulary, research and analytical methods and practices. Skills include strong written and verbal communication skills, ability to supervise, lead, and influence others effectively, strong attention to detail, efficient time management and prioritization of tasks, flexibility and adaptability, effectively identifying, collecting, and organizing data and information for analysis and utilization, exercise initiative, judgment, and decision-making skills, critical thinking and problem solving. Abilities include establishing and maintaining effective working relationships, demonstrating positive and effective interaction and communication with individuals of diverse occupational and socio-economic backgrounds, presenting ideas and concepts clearly and concisely, use interpersonal skills effectively in a tactful, patient, and courteous manner, define problems, collect data, establish facts, and draw valid conclusions, maintain a variety of complex filing systems, records, and reports, work effectively on multiple projects or activities concurrently, analyze situations accurately and adopt an effective course of action, work independently with little direct supervision and maintain confidentiality, become familiar with, follow, and actively support the Puget Sound RFA's mission, vision, and core value statements, propose effective solutions to challenges that may arise during the project lifecycle, exhibit leadership qualities such as taking initiative, motivating team members, and providing direction when needed, identify and resolve conflicts within the team or with stakeholders to maintain a positive and productive project environment, identify, assess, and mitigate risks, add, subtract, multiply, divide; compute fractions, ratios, percentages; drawing and interpreting graphs and charts.

Typical qualifications for the position may be gained through education, certification, relevant job experience or a combination, such as a bachelor's degree from an accredited institution in a relevant field such as business, project management, or a related discipline, five or more years as a project manager or in a similar role, demonstrating experience in project leadership, public sector experience preferred, demonstrated experience using project management software tools such as Asana, Monday.com, Microsoft Project, etc. desired, Project Management Professional (PMP) certification, or ability to obtain within one (1) year of hire, Certified Associate in Project Management (CAPM) or PRINCE2 Practitioner certification desired in lieu of active PMP certification at time of hire.
