The District is seeking an attorney to join the contracts review team in the Office of General Counsel. The District is a government agency whose mission is to protect water resources, minimize flood risks, and ensure the public’s water needs are met. We serve a population of nearly 6 million people in west-central Florida as directed by state law. Join our Office of General Counsel The Office of General Counsel is seeking an attorney to assist with drafting, reviewing, and negotiating District contracts and providing legal support throughout all stages of the procurement process. Attorneys may perform simple to complex professional legal and administrative work, principally advising internal staff and representing the District under supervision of the Deputy General Counsel. This opportunity offers an ability to make an impact on the organization and provides flexibility and a true work‑life balance. Some key skills include: reviewing and advising on contract terms and conditions and related matters for a government agency’s procurement needs; evaluating strategies for resolving legal problems; generating alternative solutions and strategies; and developing a plan of action for a variety of legal issues relating to the District's operations. The successful candidate must be self‑motivated and possess a high level of proficiency in the ability to identify legal issues, formulate relevant legal theories, and synthesize legal arguments. It is expected that an attorney has some experience drafting or reviewing contracts, preferably with a state agency, can plan and organize work, investigate facts, search legal precedents, draft necessary legal documents, and develop conclusions and recommendations regarding assignments with some degree of supervision. You’ll have the chance to work with a wide range of teams in this promising position, each of which plays a vital role in our efforts to preserve our most valuable natural resources. Using your expertise, you’ll play an important role in enhancing the results to ensure a brighter future for the environment of Florida. The Office of General Counsel works primarily out of the Tampa Service Office. The District supports employees who prefer a flexible schedule or a hybrid‑remote work schedule so that they can enjoy their time outside of the District through work‑life balance. This role is considered hybrid, which means the employee will be required to come on‑site to the Tampa Service Office, and can work a portion of their time remotely (must live in Florida). The starting salary will be based on the education and experience of the successful candidate. The District conducts annual performance evaluations that may award applicable pay increases based on positive employee performance. Essential Functions Reviews legal documents, including contracts and other procurement‑related materials, and assesses compliance with procurement policy, Florida Statutes, grant conditions, and other applicable laws, policies, and regulations. Provides legal counsel to management and staff on matters relating to the day‑to‑day operations of the District. Represents the District in litigation and other proceedings before federal, state, and administrative judicial tribunals. Assists in the enforcement of state law, District rules, and other regulatory or non‑regulatory authorizations. Prepares and reviews legal instruments, such as licenses, leases, easements, or purchase and sale contracts. Provides legal advice and written opinions to various District divisions on applicable law and related matters. Makes presentations before the Governing Board, District staff, and the general public when necessary. Participates in District emergency management activities, other departmental activities, departmental projects, and performs other duties as required. Working Conditions The position works out of the Tampa office, with occasional travel to other service offices. Work activity is primarily sedentary, and includes the performance of continuous repetitive tasks (including typing) with one or both hands. The position may require carrying and lifting objects up to 10 pounds, as well as bending and reaching above shoulder level. May be required to operate an automobile for 2 hours or more at a time. Some travel may be required which may take place during evenings or weekends. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
