Job TitlePlans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse ground safety program affecting a complex multi-mission installation and geographically separated units.Performs periodic inspections, evaluations, surveys of facilities, equipment, and operations; and identifies deficiencies in the program and variances to the standard using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with occupational safety and health regulations.Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances; determines risk assessment of the hazardous processes/conditions identified; and determines applicable methods and procedure for controlling or eliminating hazards.Advises key managerial and executive personnel of courses of actions affecting facility operations, work processes, human-machine relationships and environmental conditions which impact on the safety and efficiency of personnel.U.S. Citizenship RequiredAll new DCIPS employees are required to complete a two-year DCIPS trial period.If authorized, PCS will be paid IAW JTR and AF Regulations. The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches or procedures; knowledge of industrial work practices, industrial machinery, hazardous materials, electrical theory and applications, flammable/combustible liquids, and compressed gases in order to control or eliminate hazards or to determine cause factors which could result in mishap occurrence; managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Extensive knowledge of federal, OSHA, EPA, ADA, DOD, Air Force, ACC, 16 AF and local ground safety directives and knowledge of safety and occupational health principles, practices, procedures and regulations applicable to the performance of a full range of complex safety and health management responsibilities in order to make more efficient the requirements of inspection and evaluation based on resources available.Extensive knowledge of analytical techniques to analyze all mishap reports and to identify OSH and other related mishap potentials.Knowledge of teaching techniques and methods to sufficiently conduct training of Group, Division, Squadron and Branch representatives and other Wing personnel.Ability to effectively organize and analyze information; produce reports, positions papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings.Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions.Knowledge of security procedures to maintain control of classified material.Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
