Land Development Engineer

Employment Type: Full-Time & On-Site Salary Range: $120,000.00 -$150,000.00 Location: Brambleton, Loudoun County, VA Employment Type: Full-Time & On-Site Salary Range: $120,000.00 -$150,000.00 About the Role The Land Development Engineer oversees and expedites commercial, residential, and mixed-use land development projects from conception to completion.Continually seeks to expedite projects and improve efficiency while maintaining established project standards. Prepares land development budgets, budget revisions, maintains compliance, and provides exception reporting. Develops and maintains project schedules and is responsible for achieving company objectives. Key Responsibilities Leads and supports the design and execution of land development projects from concept through completion. Develops, monitors, and manages detailed project schedules and reports, from project inception through design, entitlement, permitting, construction and bond release. Develops, monitors, and manages detailed cost projections, budgets, resource management plans, change orders, and plan changes with contractors and consultants, ensuring projects stay on schedule, within budget, and meet quality expectations. Evaluates the cost, schedule, and constructability impacts of design revisions and scope changes; coordinates with contractors to develop and negotiate change orders; updates project budgets and forecasts; and communicates approved revisions to external engineers, architects, surveyors, and other third‑party consultants to ensure all project teams are working from the latest approved plans and project requirements. Coordinates with internal teams, consultants, contractors, and public agencies to ensure projects remain on schedule, within budget, and in compliance with all regulatory requirements. Review and approve invoices, change orders, and payment applications. Oversees site plan development, grading, stormwater management systems, utility and infrastructure designs in coordination with the Construction Engineer. Prepares Requests for Proposals (RFPs) and manages the competitive bidding process for consultants, contractors, and vendors. Reviews and compares proposals for completeness, technical qualifications, project approach, pricing, and schedule; identifies scope gaps and cost variances; negotiates where appropriate; and presents bid evaluations and award recommendations to the Executive Vice President for approval. Coordinates contract execution following award. Manages relationships with consultants, general contractors, subcontractors, inspectors, utilities, public agencies, and regulatory bodies to keep land development work progressing efficiently. Reviews and interprets construction drawings, specifications, and documents to confirm alignment with project goals. Amends plans as necessary to accommodate changes to expedite bond release. Partners with the Field Operations Project Manager to facilitate the transition from design to construction by coordinating project schedules, construction logistics, contractor activities, design clarifications, and field modifications. Ensures project changes are communicated effectively and incorporated into budgets, schedules, and contract documents. Manages the implementation and administration of development proffers throughout the project lifecycle. Coordinates with civil engineers, land use attorneys, consultants, and Loudoun County staff to ensure all applicable proffer obligations are accurately incorporated into site plans, construction documents, and project schedules. Develops and maintains comprehensive proffer tracking logs, monitors compliance milestones, coordinates the completion of required improvements and contributions, and prepares, assembles, and submits supporting documentation to the County to demonstrate satisfaction of proffer obligations and facilitate formal proffer release or acceptance. Regularly visit job sites, monitor progress, and in coordination with the Construction Engineer, quickly address any construction challenges that arise. In coordination with the Field Operations Project Manager, receives and facilitates timely responses to project concerns raised by owners, residents, tenants, builders, agencies, and association representatives. Establishes and upholds quality control standards across all projects. Ensures all work complies with local building codes, safety standards, and company guidelines. What We Are Looking For Education & Licensure: Bachelor’s degree in Civil Engineering and a Professional Engineer (PE) license in Virginia (or the ability to obtain reciprocity within 6 months). Experience: 7+ years of experience overseeing land development for commercial, residential, and mixed‑use construction projects. Technical Acumen: Strong ability to read, interpret, and amend construction drawings, specifications, and contracts. Software Proficiency: Experience with construction management and scheduling tools such as Procore, Bluebeam, or Primavera. Core Competencies: Exceptional communication, analytical problem‑solving, and leadership abilities, with a proven track record of keeping cross‑functional teams aligned and on target. Preferred: OSHA 30 certification. Work Environment & Physical Demands This role features a dynamic mix of office work and active site visits. Regular field work requires walking uneven terrain, climbing stairs, and working outdoors in various weather conditions while wearing required Personal Protective Equipment (PPE) such as hard hats, safety glasses, and steel‑toed boots. Ability to lift/carry light to moderate loads (up to 20–30 lbs) such as plans, laptops, and safety gear.
