Position: Enterprise Solutions Integration (ESI) Work Requirements Business Analyst – ESI Division, Health Information Office (HIO) The ESI Division of HIO manages the design, integration, and certification of all systems and interfaces within Colorado’s Medicaid Enterprise System (CMES). It ensures interoperability, data accuracy, and federal compliance across CMES modules, including eligibility, claims, provider, and analytics processes. The division implements technology solutions supporting new CMS policy mandates, such as Medicaid Work Requirements, to keep programs compliant, efficient, and member‑focused. What You’ll Be Doing as ESI Work Requirements Business Analyst Serve as the department’s business and systems authority for CMES behavior, interface design, and data integration, ensuring policy intent is correctly operationalized in technical solutions supporting Medicaid Work Requirements compliance. Apply knowledge of Medicaid and CHP+ operations, CMES integration and eligibility systems, MITA 3.0 standards, and CMS guidance to translate policy and operational requirements into clear business, functional, system, and interface requirements, validating correct implementation of business intent. Lead the design for interfaces supporting ex‑parte and verification processes, defining when, why, and how systems exchange information to support accurate eligibility determinations; review and validate design documents for traceability to approved requirements. Lead requirements elicitation and review activities, including business process mapping, functional specifications, interface requirements, and testing artifacts, serving as the primary interpreter between policy, operations, and technical teams. Work with policy and eligibility operations teams to confirm functional specifications reflect the intent of Medicaid Work Requirements system requirements. Direct contractors through the SDLC and governance processes by setting expectations for requirements quality, system design decisions, data flows, and configuration standards, reviewing deliverables for business correctness, system integrity, and operational feasibility. Collaborate with contractors, state agencies, federal entities, and private‑sector partners to establish secure APIs and batch interfaces for employment, education, and service verification. Support the full testing lifecycle—including SIT, E2E testing, and UAT—ensuring test scenarios and results validate system functionality and integration with traceability to approved requirements. Serve as a Business Analyst and Systems Integration liaison for Work Requirements implementation, representing HCPF in cross‑organizational discussions with CBMS, OIT, vendors, CMS, and other stakeholders. Provide ESI SDLC and integration governance consultation to policy and operations teams on feasibility, risks, and resource impacts of proposed system changes. Lead integration technical briefings and readiness reviews with executive leadership, CMS representatives, and other stakeholders. Minimum Qualifications Option 1 – Experience Only: Seven (7) total years of professional experience in (1) managing business processes and vendors; (2) conducting business analysis; (3) guiding the Software Development Lifecycle (SDLC) for large, complex systems; or an occupational field closely related. Option 2 – Education and Experience: Bachelor's degree in Health Care Administration, Business Administration, or related field AND three (3) total years of professional experience in the same areas listed above. Appropriate education substitutes for required experience on a year‑for‑year basis (associate = 2 years, bachelor = 4 years, master = 6 years, doctorate/juris doctorate = 7 years). Preferred Qualifications Previous relevant professional state experience. Master’s degree in Information Technology, Business Administration, or Healthcare Administration, or Certification in Business Analysis (CBAP). Professional experience as a Systems Business Analyst within a formal SDLC environment, leading requirements elicitation and documentation; reviewing and approving design artifacts; ensuring end‑to‑end traceability across all lifecycle stages for complex health or public sector systems. Experience working within large Medicaid or Pharmacy Benefits claims processing ecosystems, translating eligibility and program requirements into system behavior, interface specifications, and cross‑system integrations in a regulated healthcare environment. Experience contributing to large‑scale enterprise system implementations within regulated healthcare environments, supporting development and management of long‑term system and integration goals; aligning business objectives with technical integration and data exchange solutions; applying strong data literacy to assess interface design and cross‑system impacts; resolving complex cross‑functional issues; overseeing vendor deliverables. Skills to Support Success Ability to translate health care policy into business requirements. Commitment to keeping promises and meeting deadlines. Work well in a team environment, both remotely and in‑person, building relationships that promote innovation and collaboration. Flexible, able to lead meetings and take direction concurrently.
