Street Maintenance Worker I

The City of Lodi has an exciting opportunity for a career-minded individual to join our Street Maintenance Division. Examination Process Evaluation of candidates is based entirely on a competitive review of the application materials and supplemental questionnaire. Supplemental questionnaires will be used in the training and experience examination process. It is to your advantage to provide detailed and relevant work experience; resumes will not be reviewed or accepted in lieu of a fully completed application. Definition Performs and assists in a wide variety of routine, sometimes heavy, skilled and semi-skilled manual labor in the construction, maintenance and repair of streets, maintenance, installation and repair of water, wastewater, and storm drain utility infrastructure, and related duties throughout the city; operate power-driven equipment; and perform other related duties as assigned. SUPERVISION EXERCISED AND RECEIVED Receives supervision from higher level personnel and/or assigned lead workers. Duties may include, but are not limited to the following: Performs and assists in a wide variety of routine, sometimes heavy, skilled and semi-skilled manual labor in the construction, maintenance and repair of streets, water, storm drain, sewer service, and related duties throughout the city; operate power-driven equipment; and perform other related duties as assigned. Performs street maintenance work associated with asphalt, oil mix, sealants, and concrete, curbs and gutters, sidewalks, and utility trenches (including remove, replace and repair sidewalks, curbs and gutters); prepares sub-grade for concrete flatwork or roadways. Maintains drainage related systems including storm pumping stations, lines, manholes, and catch basins; clears plugged catch basin lines; installs and prepares underground storm lines. Repairs asphalt paving by shoveling and raking hot asphalt and operating light, medium and heavy duty equipment. Tools, equipment and vehicles used include: construction-related hand and power tools, cement mixers, asphalt berm machines, asphalt paving machines, boxes, plate compactors, breaker generators, breaker bars, circular saws, jig saws, table saws, rotary hammers, nail guns, drills, asphalt rollers and soil compaction equipment, asphalt and concrete saw cutting equipment, jackhammers and compressors, backhoes, skip loaders, and dump trucks. Install, remove and replace street signs and traffic control devices; paint, repaint curbs, street legends, pavement markings, replace pavement markers and conduct related activities; set up and remove temporary traffic control devices during emergencies. Assists in tree planting, removal and minor trimming; repairs sprinkler systems and related components; abates graffiti with painting and cleaning tools and equipment; Cleans and maintains a broad range of assigned areas; Performs other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community. Knowledge of Methods, materials, and equipment used in construction and maintenance; basic maintenance methods and equipment; methods, techniques, tools, and mechanical equipment associated with carpentry repairs, plumbing and construction; Purpose and uses of a variety of light and heavy equipment, vehicles, and power tools; Safe work practices including confined space entry and traffic control procedures Specific attributes of the City of Lodi street system or water/wastewater system. Ability to Assist in a wide variety of routine, sometimes heavy, skilled and semi-skilled manual labor in the construction, maintenance and repair of streets, water, wastewater, storm drain infrastructure, and other related duties throughout the city; Perform skilled maintenance, construction, and repair work in the area of work assigned; Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner in routine situations; use and operate hand tools, mechanical equipment, and power tools and equipment required for the work in a safe and efficient manner; Appear for work on time; work scheduled hours (in a crew oriented environment) which are subject to change (with reasonable advance notice in order to meet the needs of the department. Read and interpret basic maps, plans, and blueprints; Communicate clearly and concisely, both orally and in writing; Understand and follow oral and written instructions; follow directions from a supervisor; accept constructive criticism; work independently with minimal supervision; understand and follow posted work rules and procedures; Establish and maintain cooperative working relationships with those contacted in the course of work. Education High school diploma or equivalent. Experience One (1) year experience in construction and/or maintenance work. LICENSES AND CERTIFICATES Possession of a valid Commercial Class A Driver's License issued from the California Department of Motor Vehicles with the appropriate endorsements, as mandated by the State of California Commercial Vehicle Code, within 12 months of appointment. WORKING CONDITIONS Environmental Conditions Exposure to safety hazards including, fumes or odors, dusts or gases, chemicals, toxic materials, oil, and a variety of mechanical machinery. Possible exposure to blood-borne pathogens; exposure to a variety of weather conditions. Physical Conditions Essential and Marginal functions require maintaining physical conditions necessary for standing, walking, sitting, driving, carrying, pushing, climbing, bending at waist, stooping, crouching, reaching, kneeling, crawling, hearing, sense of smell and sense of touch, lifting and pulling up to 75 pounds. As a future employee or volunteer, you are required to be fingerprinted and processed through the Department of Justice and cleared before you can start. All information obtained will be kept in strict confidentiality. HIRING PROCEDURE Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list. CONDITIONAL JOB OFFERS Conditional job offers are subject to successful completion of a medical drug screen and/or physical. MEDICAL-DRUG SCREENING All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace. APPOINTMENT At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months. EMPLOYMENT BENEFITS SALARY The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step. HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. HEALTH INSURANCE Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility. LIFE INSURANCE AND LONG TERM DISABILITY The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary. RETIREMENT AND DEFERRED COMPENSATION The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.
