The organization CP Rochester and Happiness House are private nonprofit health, educational, residential and human service organizations that have been serving communities in the Finger Lakes Region since 1969 and the Greater Rochester Area since 1946. Description Job Title: Psychiatrist Location: CP Rochester WInton Rd, Rochester, NY 14623 Salary: $150.00 Per Hour for work performed at CP Rochester's Article 28 Clinic. Employment: This is a contract position. Days and hours of work are Monday through Friday during business hours. Hours to be determined by caseload, clinical demands, and coverage needs. Flexible schedule during clinic days/hours of operation. Summary / Objective: The Psychiatrist will provide outpatient psychiatric evaluation and medication management services for adult and pediatric clients with behavioral health issues across Clinic locations. The Psychiatrist will ensure all Psychiatric services provided by the agency are focused on accomplishing the CP Rochester Mission, Vision, and Values and that the services meet the goals of the department and the agencies. Ensures the function of all programs impacted by Psychiatry are fulfilled and meets the needs of individuals served within clinic programs. Required Education and Experience Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) Degree. Possess and maintain NYS Professional Certification and Licensure as a Physician. Have and maintain a valid DEA number and unrestricted DEA license in New York. Registration with the state Prescription Monitoring Program (PMP) in New York. 3+ years of experience as a psychiatric provider. Experience working with individuals with disabilities preferred. Ability to work with both adult and youth/child populations. American Board of Psychiatry and Neurology (ABPN) board certification preferred. No suspension/exclusion/debarment from participation in federal health care programs (e.g. Medicare, Medicaid, SCHIP). Demonstrated ability to plan and organize the daily operations of the department or program. Demonstrated ability to effectively communicate orally and in writing. Demonstrated ability to exercise good judgment in planning, implementing and evaluating work with individuals, customers, and staff. Demonstrated tolerance for stressful interactions and situations. Demonstrated proficiency in Microsoft Office programs and general computer skills. Knowledge and proficiency in use of Electronic Health Record System. Maintains credentialing and licensure status with all major insurance companies and licensing boards with the assistance of credentialing staff. Valid New York State driver’s license. Must carry workman’s comp and disability insurance policy. Clinical experience supporting individuals with Intellectual/Developmentally Disabilities during education or work experiences in the field is preferred but not required. Must have excellent oral and written communication skills. Must have demonstrated excellent listening skills. Additional Eligibility Qualifications Maintains valid NYS license and registration. Maintains current DEA licensure/registration. Maintains eligibility with staff checks and background checks. Computer proficiency and experience with various Electronic Medical Record’s and Prescribing software. Essential Functions Imparts agency philosophy to clients, families, program staff and community resources. Provides clinical psychiatric services, including evaluation and management services; counseling and/or coordination of care, prescription management, on-call services and all applicable documentation requirements to ensure adequate and quality services to identified individuals. Maintains confidentiality of information relating to individuals and their families/caregivers in accordance with agency policy and federal regulations. Upholds NYS Education Law/Practice Act as relating to the practice of psychiatry. Ensures compliance with regulatory agencies such as NYDOH. Provides oversight and coordination of all patient schedules to ensure compliance with CMS and treatment frequency requirements. Provides after-hours coverage, as needed, and as agreed upon with after-hours coverage shared on a weekly basis among prescribers. Completes Non (Direct) Mandatory Clinical Activities: ... Acute questions, concerns and/or extended discussions (generally phone or email) with staff/family/guardian about patient, with required response within 1 business day or less. Additional time for report organization, dictation, laboratory studies review, tardive dyskinesia screen (as indicated), prescription processing, review of any new medication (risks, indications, and side effects), ordering laboratory studies, editing (progress notes). Review/preparation of clinical forms, such as insurance request, government request, within 1 business day or less. Review/response of acute medical and/or laboratory responses, within 1 business day or less. Review/response to acute patient related issues, needing written and/or clinical activity, within 1 business day within 1 business day or less. Review/response to acute prescription programs (i.e. Clozaril) or to medication error/misuse, within 1 business day or less. Review/signing of orders and other required documents, within 1 business day or less. Provide coverage (during clinic hours, as needed) for prescriber vacations, illness, and vacancies, within 1 business day or less. Acute appointment with patient (and associated care providers, as indicated) to address crises. Additional time for report organization, dictation, editing (intake), with 90 min scheduled/blocked for intakes. Administrative duties, such as supervision (non-routine), performance reviews. Training, staff meetings and/or direct supervision. Coverage and liaison with DDSO, OMH, psychiatric emergency services and/or inpatient services, within 1 business day or less. Review/signing of treatment plans. Psychiatric fellow/nurse practitioner training. RN duties & tasks (in absence of RN). Transition to EMR training and/or EMR/computer problems. Additional time for above due to staff/non-prescriber lack of completion, whereas the prescriber is functioning in another role to compensate. Communicates effectively with staff, service providers, individuals, caregivers, family members, and the community. Demonstrates professional demeanor and serves as a role model for other staff and clients. Develops and maintains an excellent working relationship between agencies and departments as well with as any other partnering agencies. Ensures that all aspects of the quality assurance plan are carried out. Participates in conferences, workshops and in-service training, as needed, or recommended to enhance job skills and personal growth and development. Remains in compliance with mandatory trainings per agency policy and per all agencies and governmental entities that are billed and govern the various clinics. Adheres to agency policies and procedures as well as department guidelines. Achieves agency and/or department goals by performing other responsibilities, as assigned.
