Scientific Program Analyst

Position Objective: The Scientific Program Analyst will provide scientific and program management support to research, evaluate, and strengthen the operation of its health research and research training programs for the Fogarty International Center within the National Institutes of Health.
The Scientific Program Analyst will assist with developing, launching, and managing new and existing initiatives; tracking action items and deadlines; maintaining accurate records; and ensuring smooth coordination across projects. Conduct comprehensive literature and database searches; creating structured search strategies; managing references; and summarizing scientific and program information to inform decision making. Update funding opportunity information; conduct administrative eligibility reviews of grant applications through all stages from submission to post-award
management.
Duties and Responsibilities:
Work with staff on existing projects and/or the development, initiation and execution of new project initiatives.
Track action items and tasks, provide deadline reminders to Program staff; maintain spreadsheets of relevant information.
Conduct literature searches in PubMed, Web of Science and other information sources; manage references using bibliographic software.
Conduct search for material for a specific programmatic need, using a database to search for material in many cases.
Create scientific search criteria for locating scientific, program and related information on the internet and other means, including
literature and database searches.
Compiles data and creates and prepares graphs, slides and presentations.
Conduct searches for material for a specific programmatic need and/or presentation; use a database to search for material as necessary.
Design, develop and maintain databases, Listservs, spreadsheets, PowerPoint presentations and other computer applications.
Performs logistical planning of various scientific meetings, lectures, workshops.
Perform logistical planning for various scientific meetings, conference calls, symposia, lectures, workshops and special projects.
Work with staff to identify key issues and track action items and tasks, providing deadline reminders to Program staff and update and maintain spreadsheets of relevant information.
Develops and prepares various scientific reports.
Obtain information and data; review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts.
Search scientific, program and related information on the Web and other means; perform literature and database searches.
Develop periodic and special reports; search records and files, the Internet, background materials and precedent references.
Work with program officers to update funding opportunities for the global neuroscience and chronic diseases research and research training programs. 1
Work with program officers to conduct the administrative eligibility review of the applications. 2
Monitor and track the status of applications at the following stages: letter of intent, peer review, issuance, progress reporting, and postaward administration. 3
Draft requests for co-funding from other NIH Institutes and Centers.
Work with staff to draft pay plans for grants that will be funded.
Plan, organize and coordinate annual meetings of funded grantees from the global neuroscience research and chronic, noncommunicable diseases research and research training programs.
Utilize multiple electronic NIH databases to collect grant information for internal and external requests.
Perform ad hoc portfolio and bibliometric analysis of FIC grants and publications in response to internal (FIC and NIH) and external (other HHS and public) requests.
Coordinate and compile annual reports in response to requests from the NIH, Congress,f ederal and general public inquiries on the FIC grant portfolio for various disease areasand publicly reported funding categories.
Synthesize and compile reports of joint global health activities and co-funded grants with other NIH Institutes and Centers.
Compile and synthesize information for briefing documents on country-level global health activities for FIC's senior staff for high-level meetings.
Prepare slide sets on achievements of FIC grantees for scientific and programmatic presentations at conferences and meetings.
Participate in the scientific classification efforts for the yearly women's health coding, HIV/AIDS, and other Research Condition and Disease Categorization (RCDC) efforts.
Liaise with FIC's Information Technology Office to represent Division of International Training and Research (DITR)'s interests and to maintain the integrity of FIC's scientific reporting databases.
Perform literature searches on emerging and urgent global health problems/issues.
Work products and documents related to updating funding opportunities; conduct administrative eligibility reviews of applications; monitor and track the status of applications; draft requests for co-funding from other NIH Institutes and Centers.
Work products and documents related to drafting pay plans for grants to be funded; plan, organize and coordinate annual meetings of funded grantees; utilize multiple electronic

Qualifications
Basic Qualifications:
Master's degree in Public Health, Epidemiology or a related biological sciences or STEM discipline
Bachelor's degree with four years of relevant experience
Skilled in writing, reports, agendas, SharePoint, PowerPoint, and MS Office Suite
Preferred Qualifications:
Ability to communicate effectively, orally and in writing, with non-technical and technical staff
Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
