Learning and Development Specialist

Position Summary / Primary Purpose Reporting to the Human Resources Manager, the Learning and Development Specialist creates, develops, and manages company‑wide learning, development, and training initiatives, and provides ongoing training for management and individual contributors. The role administers the Learning Management System (LMS) and the Performance Management Process and system and works as a partner to management to ensure business needs are balanced with regulatory requirements, competitive market landscapes, and employee retention needs. Major Areas of Responsibility Assess organizational needs and design, develop, implement, and deliver learning initiatives that meet the needs of new hires and current employees. Collaborate with external training vendors on delivery of customized programs and courses. Implement and administer the LMS; provide LMS user training and support. Maintain training records and ensure employees complete required training. Maintain training calendar and all course materials. Serve as point of contact for employee training requests and questions. Manage the company‑wide Performance Management process and provide user support of the Performance Management system. Evaluate training effectiveness with surveys, interviews, and other methods, and revise programs based on feedback. Assist with recruiting, including sourcing candidates, self‑screening candidates, developing screening tools, negotiating offer terms, and coordinating new hire onboarding. Arrange advertising or posting of job vacancies and notify eligible workers of position availability. Schedule interviews, collect feedback, and update the applicant tracking system. Order background checks and drug screens for candidates who accepted the offer of employment. Ensure all paperwork, personnel files, and HRIS data entry are complete and accurate for the protection of the company and employees. Other duties as assigned. Knowledge English language proficiency, including grammar and composition. Familiarity with personnel recruitment, selection, training, compensation and benefits, labor relations, negotiation, organizational development, performance management, information systems, and federal and state employment laws. Qualifications Proficiency in LMS, PMS, Microsoft Office, and database software. Knowledge of traditional and modern training methods and tools. Ability to present complex information clearly to a variety of audiences, including senior leadership. Strong verbal and written communication skills. Strong presentation skills and proficiency with presentation software. Education and Experience Bachelor’s degree in Training, Human Resources, or a related field, or equivalent experience. Experience designing multiple training events in a corporate setting. Minimum of 3 years of experience with LMS programs (Cornerstone preferred). Minimum of 3 years of experience with PMS programs. CPTD (Certified Professional in Talent Development) certification preferred. Advanced technical knowledge of LMS and PMS programs and Microsoft Office suite and other computer applications. Demonstrated Physical Abilities Remain stationary for 50% of the time; move/traverse throughout the office to access file cabinets and office equipment; operate a computer and other productivity machinery; inspect documents; communicate with others through talking/hearing; read/identify/assess forms and correspondence.
