Senior Clerk - 64001832

This is a Career Service Senior Clerk position working in the Lee County Department of Health. Your specific responsibilities include being the primary point of contact for clients seeking services at the Florida Department of Health in Lee County (DOH-Lee). This position handles protected health information on a need-to-know basis following Department of Health Information Security and Privacy Policy procedures and State/Federal laws. Incumbent performs clerical functions at both the Michigan and Pondella Clinics as needed and participates in clinic events that may require clerical personnel in the evenings, on weekends, and during regular business hours. This position serves a large population of Spanish speaking clients, and the employee may be required to perform interpreter duties if bilingual. Registration client sign-in and registration. Schedules for appointments. Performs registration functions including but not limited to scanning, insurance verification, and financial eligibility. Enters historical immunization data. Sends/receives faxes requesting client information, strictly adhering to Information Security and Privacy policies and procedures. Assists clients with completion of Consent/Authorization forms for release of information as needed. Clerical duties include schedule appointments, monitor and respond to clients' email, follow up with client on status of transfers, completion, and forms. Responsible for Tuberculosis and Refugee HMS coding services and corrections. Billing/Cashier functions include handles monetary transactions, collects payment, and provides receipts for rendered clinical services. Verifies and bills clinic service to self-pay or third parties. Works with clinicians to resolve discrepancies to ensure correct service is billed, according to payor source. Generates daily closing worksheet, prepares deposit, and balances monies received. Coordinates with Accounting/Billing staff to discuss and resolve reimbursement issues or billing obstacles. Obtain insurance pre-authorization. Refugee Health and Tuberculosis Coordination includes complete intake process according to established program requirements. Monitors the Electronic Disease Notification (EDN) report for new arrivals. Monitors the Children and families report for new arrivals. Contacts clients and schedules appointments. Records and maintains accurate client demographic information in HMS. Scans documents following established procedures and places attachments into the appropriate attached document section of HMS. Monitors unscreened reports, locates and contacts new clients and ensures they are scheduled within program guidelines and follows up with clients that miss their appointments. Documents follow-up on progress notes. Coordinates waiver requests for appropriate ineligible refugees. Assures prioritization of service for victims of trafficking. Regularly meets and consults with internal and external stakeholders and program staff to address program needs, to identify problems, and recommend solutions. Collaborates with refugee settlement program, Tuberculosis program and community partners in Lee County. Job enrichment includes attending required meetings and training and remaining current of all policies and protocol. Completes weekly leave/attendance records and daily employee activity records (EARs) within required time frame. Performs other duties as assigned.

Required knowledge, skills, and abilities include knowledge of general office procedures and practices. Knowledge of correct grammar usage. Knowledge of basic arithmetic. Ability to prepare reports and correspondence. Ability to plan, organize and coordinate work activities. Ability to develop and implement office procedures. Ability to follow instructions. Ability to review data for accuracy and completeness. Ability to perform basic arithmetical calculations. Ability to handle telephone calls in a courteous and effective manner. Ability to frequently use and operate general office equipment, telephone, computer, copier, and small hand tools, e.g., stapler, scissors, etc. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to speak and write both English and Spanish language fluently. Ability to kneel, reach, stand, walk, or sit for long periods of time.

Minimum qualifications include at least one year of clerical or administrative experience. Experience using computers for data entry, email, and office software. Customer service experience in a public-facing role.
