Fleet Manager

Under limited supervision, this position serves in a middle management capacity and as second in command of county-wide fleet activities and operations. Responsibilities include coordinating service and acquisition of fire rescue apparatus, heavy‑, medium‑, and light-duty fleet and heavy equipment. Duties also include managing daily operations, acquisition of fleet assets, training, managing contracts, and performing administrative duties for the department. Plans, organizes, and directs daily fleet maintenance, repair, and service operations. Supervises and evaluates Fleet personnel, assigning tasks and monitoring performance. Manages acquisition, replacement, and disposal of County vehicles and equipment. Prepares specifications for procurement of all types and classes of vehicles and specialized equipment. Assists with development of the department’s annual vehicle and equipment replacement budget. Analyzes data and costs to establish standards and criteria for vehicle replacement decisions. Coordinates and conducts annual fleet replacement meetings with County departments and offices. Provides support to department staff in processing requests for proposals (RFPs) and other complex procurements. Coordinates fuel distribution, warehouse operations, and parts inventory management. Ensures compliance with established maintenance schedules and quality control standards. Develops vehicle specifications and supports procurement activities. Manages fleet records, maintenance systems, and reporting tools. Assists in budget preparation and monitors expenditures for assigned programs. Coordinates emergency response fleet readiness and after-hours support. Prepares operational reports and recommends improvements to the Fleet Services Director. Attends meetings, professional conferences, and institutes; participates in and leads a variety of management, administrative meetings to keep up with trends in fleet and fuel services management issues. Selects, supervises, trains, and evaluates Fleet Services personnel either directly or through subordinate supervisors; partners with Human Resources on employee relations issues; recommends and administers disciplinary actions. Develops, prepares, and maintains a variety of records and reports. Plans, directs, organizes, and evaluates the work of the Fleet Management Department, establishing and maintaining productivity standards and quality control on repair work and preventive maintenance programs. Develops and implements long-range maintenance plans and service level agreements. Provides guidance and oversight for developing, implementing, and monitoring vendor contracts. Assists the Department staff in developing specifications for new vehicles and equipment. Assists in the preparation of specifications for purchasing County vehicles and light/heavy equipment. Assists with departmental inventories, in-house warehouse, county-wide fleet asset management, and equipment. Ensures emergency response personnel and equipment are prepared 24/7 for fleet service calls. Oversees day-to-day operations of shop operations. Directs technicians as necessary during the performance of routine to complex repair and maintenance tasks, ensuring they are completed correctly. Applies technical knowledge and skill during various repair and decision-making processes related to ongoing service and repair in the shop. Uses firsthand technical knowledge and skill in performing technical service work to guide supervisors, service technicians, and trainees in the performance of preventive and corrective procedures. Coordinates training and safety programs; ensures compliance with all regulatory agencies, state statutes, and related regulations, keeping training and certifications current and implemented appropriately. Serves as liaison for fleet-related work, developing and maintaining effective and collaborative relationships. Performs duties as assigned/necessary that are related, or logically assigned to the position. Education Associate’s degree in Automotive Technology, Mechanic and Equipment Maintenance, Fleet Management, or related field, or equivalent vocational certification. Experience Five (5) years of progressively responsible experience in fleet management/leadership. Additional years of experience may be considered in lieu of education. Preferred Technical Skills Air brakes Diesel Engines HVAC Electrical Two years of technical knowledge, skills, and previous hands‑on experience in vehicle and/or equipment maintenance and repair are required. Licensing and Certifications Must possess and maintain a valid Florida Driver’s License. Must possess NIMS training certificates for IS‑100, IS‑200, IS‑700, IS‑800, G‑300, and G‑400 to fulfill emergency response roles, or have the ability to attain within 12 months of hire. Skills and Abilities Ability to understand, follow, and direct written and oral instructions. Ability to communicate clearly in written and oral formats. Ability to develop and maintain departmental policies, procedures, and protocols. Ability to direct and oversee overall operations of the Fleet Management Section, including managing more than 650 pieces of equipment (fire apparatus, light/heavy equipment, vehicles, trailers, boats, etc.). Ability to effectively direct and manage a group of entry‑level staff, skilled professionals, and supervisory personnel engaged in fleet maintenance and repair operations; ability to foster a team environment by supporting cohesive work relationships and providing effective problem resolution. Knowledge of principles and practices of governmental budgeting, planning, and management. Ability to analyze data and reach logical conclusions; generate and evaluate alternatives, formulate recommendations, and institute effective change. Ability to analyze fiscal and administrative problems and determine appropriate actions. Skill in writing contracts, agreements, and scopes for materials, equipment and services. Knowledge of parts inventory and warehousing methods and procedures, including physical inventories and record‑keeping procedures. Knowledge of relevant state statutes, federal laws, regulations, industry standards and safety procedures as they relate to fleet management operations including Fire Rescue & EMS emergency response vehicles and equipment. Knowledge of standards for inspection, maintenance and testing of in‑service emergency vehicles and equipment. Advanced computer skills, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); familiarity with and ability to use specialized fleet management software applications and informational systems; ability to effectively research information on the internet. Physical Demands Maximum lifting of 20 pounds. Occasional lifting and carrying up to 20 lbs (up to one-third of the work time). Good eyesight for production or safety of self and others. Physical agility required in kneeling, bending, stooping, and reaching. Required substantial walking/standing if less lifting is involved.
