Parent Educator/Home Visitor

The job of Parent Educator/Home Visitor is done for the purpose of serving pregnant women, infants, and families with newborns by providing direct services or assessing need, connecting families with appropriate services, and monitoring on-going well-being of parents/caregivers and their child, in the family's natural environment, for Harvey School District 152 and in accordance with the Parents as Teachers Curriculum.

This job reports to Assigned Supervisor.

Essential Functions

• Administer newborn and postpartum support to families (e.g., breast-feeding support, weight checks, weighted feedings, postpartum depression screenings, etc.) for providing parents and newborns with needed care and resources.
• Attend meetings, training, workshops, supervision, etc. for gathering information required to perform job functions and maintain licenses and certificates.
• Conduct home visits in a warm, concerned, culturally sensitive, professional manner for improving healthy pregnancy outcomes and maternal and child health, encouraging positive parenting, and promoting child development while maintaining professional boundaries.
• Coordinate Parents as Teachers referrals and developmental screenings for connecting families with appropriate services.
• Document all contacts and information for ensuring information is entered accurately into the required database systems in a timely manner.
• Maintain professional relationship with medical providers, partnering organizations and colleagues for assisting clients with patient care.
• Maximize resources by coordinating and collaborating with other community organizations and agencies for enhancing support for families in need of medical, financial, or other assistance.
• Provide public health related information to community resource agencies and families for communicating needed information.
• Provide periodic monitoring and formal screening for ensuring developmental delays, health and social/emotional concerns are detected and the proper referral(s) have been made.
• Have a working knowledge of resources available in our community and be able to effectively assist families in accessing those resources (housing, public aid, health services, childcare services, legal services, etc.)
• Engage in recruitment activities.
• Develop, monitor, and review goals with families.
• Provide group connections to give families opportunities to build social connections with one another.
• Engage in family-child interaction activities and increase family's knowledge of ways to support child development.
• Enrich educational programs through study-trips to community resources. (i.e. Library, parks, zoo, etc.)
• Maintain and submit all required documentation in a timely manner.

Parent Educator

• Participate in at least two hours of reflective supervision each month.
• Participate in continuous quality improvement.

Other Functions

• Performs other related duties as assigned for ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Skills, Knowledge, and Abilities SKILLS are required to perform single, technical tasks with a potential need to upgrade skills to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include operating standard office equipment including using pertinent software applications; communicating effectively; and preparing and maintaining accurate records.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and understand multi-step written and oral instructions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include early child development; community resources in a wide variety of areas pertinent to early childhood development and general family assistance; child guidance principles and practices, techniques; and modern office practices and procedures.

ABILITY is required to schedule activities, meetings, and/or events; gather and/or collate data; and use basic, job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize specific, job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data may require independent interpretation; and problem solving with equipment is limited. Specific ability-based competencies required to satisfactorily perform the functions of the job include communicate effectively orally and in writing; establish and maintain a rapport with families and coworkers; ability to work independently and be self-motivated; empower families to build on their strengths; maintain confidentiality; and conduct knowledgeable observations regarding the stages of early child development.

Responsibility Responsibilities include working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; operating within a defined budget.

Work Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and some fine finger dexterity. Generally, the job requires 70% sitting, 15% walking, and 15% standing. This job is performed in a generally clean and healthy environment.

Experience: Job related experience is desired.

Education: Bachelor or four-year degree in early childhood education, social work, health, psychology, or a related field. (For Supervisor Only) Community college and/or vocational school degree with study in job-related area. High School Diploma or GED and a minimum of two years supervised work experience with young children and families. Supervised experience working with young children and families is preferred.
