Position Function:Under the direction of the Public Works Director, manages the daily operations of the Transportation Division to ensure the proper planning, development, and maintenance of roadways, bridges, drainage, and right-of-way. Responsible for the development and management of road maintenance programs to include, but not limited to, traffic control devices; surface, drainage, and treatment systems, bridge and right-of-way inspections and repairs; signage; and customer service requests. Essential Duties:Manages the daily operations of the Transportation and Stormwater Division to ensure the proper planning, development, and maintenance of roadways, bridges, drainage, and rights-of-way. Responsible for the development and management of road maintenance programs to include, but not limited to, traffic control devices; surface, drainage, and treatment systems, bridge and right-of-way inspections and repairs; signage; and customer service requests. Oversees daily responsibilities of transportation and stormwater, TRB reviews, comments and inspections. Manages vendor contracts for the construction of infrastructure. Duties include but are not limited to, assisting with reviewing and drafting streets and drainage project contracts, ensuring proper insurance coverage, and performing project management to ensure construction deadlines. Manages the selection and retention of Transportation and Stormwater Personnel, including training and development initiatives. Responsible for conducting performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies, and/or directives. Manages the preparation, tracking, and administration of the Transportation and Stormwater Division's annual budget. Responsible for forecasting expenditures necessary and required to complete Division projects; the procurement of goods and services; and Personnel related costs. Provides staff assistance to the Public Works Director by preparing and presenting department and project-related reports during Staff, City Commission, Finance Advisory Board, and other City related meetings. Responsible for representing the City on transportation-related advisory boards and/or meetings. Performs additional duties as assigned. Knowledge/Skills/Abilities: Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in Engineering, Project or Construction Management, Public Administration, or related field, and seven (7) to ten (10) years of management and project work related experience in Construction, Streets, Public Administration or related field are required. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered, unless otherwise subject to any requirements outlined in law or regulation. Advanced MOT Certification required, or must be obtained within six (6) months of hire. Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets, and other job-related analysis. Work requires the ability to write letters, memos, and contracts. Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports. Work requires substantial independent judgment and decision-making. Must be able to monitor and assess operations, workload, projects, and staff performance. Should be competent in the use of Microsoft Excel, Word, and PowerPoint software. Ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public is essential. Must exhibit attention to detail, accuracy, and safety. Must be able to communicate and present oneself professionally. Must be able to research, compile and analyze data, and then present findings to management in an acceptable format. Knowledge in National Pollutant Discharge Elimination System (NPDES) reporting. Ability to read maps, blueprints, and schematics. Ability to perform or learn basic mathematical equations in performance construction projects. Ability to read, interpret, and follow technical information, directives, manuals, memos, reports, and other work-related materials. Ability to work under high demands, short time constraints, and pressure of a fast-paced work environment. Other Requirements:Must possess a Valid Florida Class E driver's license. Must pass applicable pre-employment testing and background and credit checks. SPECIAL REQUIREMENT:This position may be required to report for work when a declaration of emergency has been declared in Polk County.
