Park Maintenance Worker II

Summary Performs multi-skilled work in the facility maintenance and construction trades; works, and/or leads staff in maintenance, repair and construction of buildings and other structures, roads; pathways, walks, fences and related facilities in a County park or other park facility; troubleshoots and performs grounds, facilities and equipment maintenance tasks; performs general, preventative and capital maintenance work. The position is required to maintain a Washington State Class B – Commercial Drivers License (CDL) and is subject to applicable federal and state regulations including CDL random drug and alcohol testing. Salary upon hire is step 1 through 3 ($29.28/hr. - $31.36/hr.) dependent upon qualifications. Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $37.25/hr.). The Maintenance Worker (Grounds) is Range 12 of the Teamsters (Courts/Parks) salary schedule. Essential Functions Maintains park grounds and county facility grounds, including mowing, weed eating, pruning, removing garbage and litter, raking, aerating and fertilizing. Prepares facilities for activities such as ball games, tournaments, special events or County Fair. Weekend and evening shifts shall periodically be required. Performs regular safety checks on facilities and equipment. Renovates turf, landscaping, athletic fields, lawns, flowerbeds, trails, beaches, playgrounds, picnic and other areas. Performs diverse construction and repair work on park facilities, grounds and trails, including walks, steps, ramps, bridges, docks, floats, piers, beaches, boat ramps, fences, shelters, park furniture, grills, fire rings, picnic and camp sites, restrooms, roads and parking areas to ensure the safety of workers and the public. Works with other park workers, including full and part-time staff, jail inmate work crews, seasonal and community service workers. Performs work in the safe installation, maintenance and repair of plumbing, electrical, steam, heating, domestic and irrigation water pump systems, sewage and other systems and equipment to ensure the safety of workers and the public. Operates, maintains and instructs others on the safe use of tractors with attachments, backhoes, dump trucks, trailers, boom trucks, power and hand tools for carpentry, plumbing, electrical, welding (arc & gas), masonry, construction and janitorial maintenance, various grounds equipment, sports field maintenance, equipment and tools. Inspects buildings, grounds equipment and fixtures to determine need for maintenance or repair to ensure the safety of workers and the public; constructs buildings, shelters, playgrounds, park furniture, trails, ramps and other park facilities in compliance with local, State and national building codes; maintains all buildings, grounds and other facilities in neat, clean and safe condition; inspects for and removes fire and safety hazards. Applies herbicide and pesticide sprays to control weeds and brush. The work will be done as per State and Federal regulations, as well as County policy. Customer Service is a primary mission and all employees must work towards ensuring the public has a positive experience in our County owned parks and facilities. Supervisory A Park Maintenance Worker II is responsible for managing the daily work of employees but does not have authority for evaluation, discipline, hiring and firing of those employees. Other Job Functions Attends staff meetings, professional growth conferences and workshops, as instructed. May be required to work weekends, holidays and evenings. Communicates well and provides good customer service to the public, and establishes and maintains cooperative relations with the general public and contractors. Interacts with general public and promotes compliance with park policies, codes and laws; assists in preventing improper use of facilities, grounds and equipment to ensure the safety of workers and the public. Assists in the development and achievement of department goals and objectives; provides park project design assistance. Maintains work-based licenses and certifications; pursues professional training and educational opportunities; conducts and attends staff and safety meetings, as instructed. Preforms related duties as assigned. Related duties as required are duties that may not be specifically listed in the Position Description, but are within the general occupational series and responsibility level typically associated with the employees classification of work. Minimum Qualifications Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be: High School Diploma or G.E.D preferred Between three and five years of progressively responsible experience is required. At least two years of experience in grounds maintenance or turf care, or like experience preferred. At least two years of experience in building trades where individual has gained a good background in the application of electrical, plumbing, masonry, and carpentry skills, and/or similar equivalent. An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position. Requires Knowledge Of Knowledge of methods and procedures used in park, trail and facility maintenance; issues in protecting, maintaining and improving County Park areas. Knowledge of safe maintenance and operation of electrical, steam, heating, domestic and irrigation water pump systems, sewage and other systems and equipment. Knowledge of facility maintenance and troubleshooting skills such as plumbing, carpentry, electrical, masonry, welding, lock systems and janitorial practices to ensure the safety of workers and the public. Knowledge of pesticide and herbicide application techniques and safety requirements. Knowledge of safe working procedures and practices; playground safety guidelines (CPSI); chemical handling/disposal techniques (HAZMAT, SDS, etc.); workplace safety requirements (L & I Safety Standards, etc.) and occupational hazards associated with building trades. Requires The Ability To Coordinate various activities and projects with changing priorities. Work from blueprints and sketches; estimate materials and costs; maintain labor hour and material records. Communicate and demonstrate good customer service skills with the general public and staff and satisfy complaining or irate park visitors, using tact and diplomacy and mature judgment. Perform a variety of skilled landscape, grounds, facility and trail maintenance tasks, including proper methods of transplanting and protecting natural trees, shrubs, and flowers, fertilizing, pruning, irrigating, spraying, mowing and garbage collection. Direct and supervise the work of seasonal staff and jail inmate work crews, and the ability to maintain productive work relationships; plan and supervise work of others. Operate and maintain vehicles, grounds and facility maintenance equipment, fire prevention and suppression equipment, varied hand and power tools and equipment. Safely operate a wide variety of heavy equipment including, but not limited to: dump truck (CDL class B w/air brakes), man-lift truck, tractors, chainsaw, chipper, loader, dozer, light duty trucks with utility trailers, riding mowers, weed eaters, and other miscellaneous handheld tools. Licenses And/or Certifications Valid Washington State driver’s license required. Class B CDL (Commercial Driver’s License) endorsement with air brakes OR obtain within six months of hire. County CDL holders will maintain a satisfactory Washington State Department of Licensing (DOL) driving record, periodically verified by current drivers abstract from the Department of Licensing (DOL) and be randomly tested for use of controlled substances and alcohol misuse as required by the 1991 Federal Omnibus Transportation Employee Testing Act and other state and federal law. Pesticide applicators license required. OR obtain within one year of hire. Valid First Aid and CPR certificate required OR obtain within one year of hire. May be required to obtain Water Treatment, Wastewater Treatment, Hazardous Waste Handler or Water Works certifications/licenses. CPSI (Certified Playground Safety inspector) certificate desirable. Working Conditions/Physical Requirements Work is primarily outdoors with exposure to varying weather conditions. May be required to wear County-provided uniform and at times, be required to wear personal protective equipment appropriate to job assignment or assigned task. Will work 40 hours per week, Monday through Friday; however, this position may require weekends evenings and holidays. May also be required to work irregular hours or shifts. Must be able to lift heavy objects up to 60 pounds, pull, push, bend, stoop, walk, climb, crawl and/or stand for extended periods of time. Must have physical ability to perform maintenance and construction assignments, including operation of tools and equipment. Requires good hand-eye motor coordination, manual and finger dexterity, as well as good eyesight (correctable to 20-20). This is a safety sensitive position for which impairment while working presents a substantial risk of death. Hazards Employee often works alone and risks physical hazard from mechanical and electrical equipment, traffic and exposure to hazardous materials, noise, fumes, pesticides and paint.
