Job Summary

Our client is seeking an Oracle HCM Payroll Lead with primary experience in PeopleSoft and secondary experience in Oracle Cloud HCM. The ideal candidate should have deep domain expertise in Oracle Cloud Payroll architecture, including Element Entries, Fast Formulas, Payroll Elements, Balance Feeds, Calculation Cards, RetroPay, and Costing setups.

Job Description

• Supports quarterly Oracle Cloud releases by performing impact assessments, regression testing, report validation, and ongoing optimization of the payroll processing activities and support.
• Lead the functional configuration and ongoing maintenance of Oracle Cloud Payroll tailored to complex healthcare environment requirements, including shift differentials, union step-rates, premium pay, and municipal/public sector payroll rules.
• Ability to write, debug, and interpret complex Fast Formulas (Payroll, Absence, and OTL) and translate complex finance/HR business requirements into detailed technical specifications.
• Oversee federal, NY State, and NYC local payroll tax setup, garnishment processing, and regulatory compliance updates.
• Coordinate year-end tax processing (W-2 generation, balance adjustments, and third-party vendor interfaces).
• Strong communication and conflict-resolution skills to liaise effectively between Finance, Payroll Operations, HR Technology, and Executive Leadership
• Train and upskill current staff on Oracle Cloud HCM.

Skills Required

• Advanced functional and technical expertise in Oracle Cloud HCM Payroll, Time & Labor (OTL), Absence Management, and General Ledger integration.
• Expertise in Fast Formula creation, debugging, and execution across elements, balances, and calculation rules.
• Working knowledge of public sector/healthcare payroll processes, union rules, retro-pay calculations, and complex shift differentials.
• Proficiency in building and modifying BI Publisher reports, OTBI dashboards, HCM Extracts, and HDL/PBL data loading tools.
• Strong understanding of US Federal, NY State, and NYC municipal payroll tax rules, year-end processing, and garnishment management.
• Demonstrated ability to establish Standard Operating Procedures (SOPs), internal audit controls, and structured testing protocols for quarterly release cycles.
• 10+ years of Oracle HCM or HRIS experience
• 5+ years developing Oracle Cloud HCM reports using BI Publisher, OTBI and HCM Extracts.
• Demonstrated experience supporting all technical aspects of Oracle Cloud HCM related to Payroll, Absence and Time & Labor.
• Experience supporting Oracle Cloud quarterly releases, regression testing, and report validation

Education/Training/Certifications

• Bachelor’s degree in computer science, Information Systems, Human Resources, or related field.
• Master’s degree a plus

Certification(S)/NYS Licenses:

• Oracle Fusion Cloud HCM: Payroll Implementation Professional Certification preferred
• Oracle BI Publisher or Oracle Analytics certification preferred

Additional Requirements

• Shift Time: 9:00 AM-5:00 PM

  Pay Rate

• $65 - $76 per hour, based on experience, skills, and market factors
