Job Description

The Health and Safety Advisor supports the development, implementation, and continuous improvement of the Health, Safety, and Environmental (HSE) Management System for a rail operations project. This role ensures that all activities align with relevant standards and regulations, including FTA Standards, OSHA Regulations, GBMS Standards, and local procedures. The advisor promotes a strong safety culture by collaborating with cross-functional teams, engaging leaders and employees, and driving proactive risk management and compliance initiatives.

Responsibilities

• Contribute to establishing, documenting, implementing, maintaining, and continually improving the HSE Management System for the project in alignment with FTA Standards, OSHA Regulations, GBMS Standards, and local procedures.

• Support the implementation of project activities in compliance with HSE policies, legislative requirements, customer requirements, and the HSE Management System.

• Assist in identifying HSE hazards, conducting risk assessments, and determining appropriate control measures to reduce risk to acceptable levels.

• Contribute to the planning and execution of HSE compliance and management system audits to verify adherence to internal and external requirements.

• Support the development and implementation of HSE programs designed to achieve defined HSE objectives, targets, and regulatory compliance milestones.

• Promote HSE communication, participation, and consultation at the local level, including the development and engagement of a site safety committee.

• Assist in identifying potential emergency scenarios and help develop suitable emergency response measures and procedures.

• Ensure ongoing monitoring, reporting, and communication of HSE performance, and provide recommendations and solutions when negative trends are identified.

• Ensure that all HSE accidents and incidents are reported, investigated, and analyzed to capture lessons learned and prevent recurrence.

• Contribute to identifying findings, nonconformities, and corrective and preventive actions arising from incidents, inspections, and audits.

• Ensure that the Rail Operations Center facility and all stations undergo regular inspections in accordance with the HSE Management System and OSHA Regulations.

• Work cross-functionally with various departments to support a wide range of operational activities and engage leaders and employees in HSE initiatives.

• Build, prepare, and deliver safety meetings and presentations to promote awareness, share performance updates, and reinforce safe work practices.

Essential Skills

• Demonstrated experience in health, safety, and environmental (HSE) practices within an operational or project environment.

• Knowledge of OSHA Regulations and their application in workplace safety and health programs.

• Familiarity with HSE Management Systems and their implementation, maintenance, and continual improvement.

• Ability to participate in hazard identification and risk assessment processes and recommend appropriate control measures.

• Experience supporting HSE audits, inspections, and compliance verification activities.

• Strong communication skills to support HSE communication, participation, and consultation across the organization.

• Ability to prepare and deliver safety meetings and presentations to diverse audiences.

• Report writing skills, including the ability to document incidents, findings, and corrective and preventive actions clearly and accurately.

Additional Skills & Qualifications

• Experience working with or within rail operations, transportation, or similar complex operational environments.

• Familiarity with FTA Standards, GBMS Standards, and local HSE procedures.

• Experience contributing to the development of HSE programs and initiatives aimed at meeting objectives and targets.

• Ability to collaborate effectively with cross-functional teams and engage leaders and employees in HSE initiatives.

• Strong analytical skills to interpret HSE performance data and identify trends, risks, and improvement opportunities.

• Experience participating in emergency preparedness planning and development of emergency response measures.

The shift for this position is 6pm-2am and this is a temporary position that will last 3-4 months.

Job Type & Location

This is a Contract position based out of Pearl City, HI.

Pay and Benefits

The pay range for this position is $50.00 - $55.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
