Senior IT Project Manager – EHR Implementation

Location: Harrisburg, PA
Work Arrangement: Hybrid – 2 Days/Week Onsite
Employment Type: Contract

Position Overview

We are seeking a Senior IT Project Manager with strong experience in Electronic Health Record (EHR) implementations, health informatics, and health IT to lead a large-scale healthcare technology implementation.

The selected candidate will be responsible for managing the implementation of an EHR system across multiple healthcare facilities and clinical teams , including transitioning organizations from paper-based charting to an electronic environment.

The Project Manager will oversee the project from initiation through implementation, ensuring delivery within established timelines, budget, scope, quality standards, and business requirements. The ideal candidate will have demonstrated experience managing complex enterprise-level technology projects and organizational change management initiatives.

Required Qualifications

• Active PMI Project Management Professional (PMP) certification held for a minimum of 5 years is REQUIRED.
• Candidate must provide a valid copy of the active PMP certification along with the resume at the time of submission .
• Candidate must currently reside in Pennsylvania . Out-of-state candidates will not be considered.
• Must be available to work onsite in Harrisburg, PA, two days per week as required.
• Must be willing to participate in off-site meetings at healthcare facilities or other designated locations when required.
• 7–9 years of relevant Project Management experience .
• Demonstrated experience implementing an Electronic Health Record (EHR) system in an environment previously using paper-based charting .
• Experience with EHR/EMR systems, health informatics, and health IT .
• Experience with Organizational Change Management (OCM) preferred.
• Proven experience leading large-scale IT projects through successful implementation.
• Strong knowledge of project planning, execution, monitoring, testing, and implementation methodologies.
• Strong interpersonal, communication, leadership, problem-solving, and stakeholder-management skills.

Key Responsibilities

• Lead the end-to-end implementation of a large-scale enterprise EHR initiative.
• Direct, administer, manage, and facilitate high-priority IT projects involving business process enhancement, re-engineering, and technology implementation.
• Manage projects with extended delivery cycles, including initiatives spanning approximately 8–12 months or longer .
• Establish project priorities and manage the complete project lifecycle, including:

  • Post-implementation activities
• Develop and maintain detailed Project Management Plans, project schedules, communication plans, and deliverables matrices .
• Define project scope, objectives, milestones, deliverables, resources, budgets, and timelines.
• Obtain appropriate stakeholder approval and sign-off for project plans and deliverables.
• Ensure all project activities are completed according to approved schedules and requirements.
• Monitor project milestones, phases, dependencies, and deliverables and take corrective action when necessary.
• Track and manage project budgets, estimates, resources, and overall financial performance.
• Develop project estimates covering planning, analysis, design, development, testing, and implementation activities.
• Work with technical and functional team leads to review and adjust estimates as needed.
• Ensure project estimates receive appropriate client and stakeholder approval.
• Coordinate multiple workstreams and manage competing priorities across project teams.
• Communicate project timelines, milestones, work assignments, target dates, and deliverables to project team members.
• Coordinate project status reviews, quality assurance reviews, management inspections, and other governance activities.
• Track and report project management metrics and performance indicators.
• Prepare and distribute project status reports for project teams, leadership, sponsors, and stakeholders.
• Provide regular project updates and recommendations to senior leadership.
• Manage project scope and ensure all scope changes follow established change-management procedures.
• Develop and maintain effective stakeholder communication strategies.
• Build and maintain strong relationships with program leadership, business stakeholders, technical teams, vendors, and customer representatives.
• Serve as the primary point of contact for project-related issues and facilitate their resolution.
• Identify, document, and manage project risks, issues, assumptions, and dependencies through a RAID log .
• Develop and implement risk mitigation strategies and track risks and issues through closure.
• Proactively identify potential project obstacles and engage appropriate leadership to resolve them.
• Facilitate collaboration between business teams, IT teams, vendors, and external partners.
• Coordinate with application, data, informatics, solution management, networking, security, and service management teams as required.
• Identify and incorporate technical and business tasks into the overall project schedule.
• Coordinate system testing with appropriate technical and business resources.
• Plan, coordinate, and conduct project-specific training and orientation sessions.
• Develop training requirements and ensure appropriate preparation for implementation.
• Coordinate peer reviews and obtain appropriate stakeholder feedback.
• Prepare and present project proposals, presentations, and recommendations as required.
• Ensure project activities comply with applicable organizational IT standards, procedures, and governance requirements.
• Facilitate project service commitments and ensure deliverables support strategic objectives.
• Monitor team capacity and balance workload across project resources.
• Conduct final project management evaluations and implementation reviews with stakeholders.
• Mentor less-experienced project management staff when required.
• Support continuous improvement of project management processes and methodologies.
• Maintain project documentation using Microsoft SharePoint and Microsoft Teams .
• Provide required weekly project updates and maintain accurate project documentation.
• Complete required weekly timesheet and personal status reporting by established deadlines.

EHR & Healthcare IT Responsibilities

• Lead EHR implementation activities across multiple healthcare facilities and clinical teams.
• Support the transition from paper-based clinical documentation to electronic health records .
• Work closely with clinical, business, informatics, and IT stakeholders to define and validate requirements.
• Coordinate EHR implementation activities across multiple technical and functional teams.
• Support organizational change management activities associated with the EHR implementation.
• Facilitate communication between healthcare stakeholders, IT teams, and technology vendors.
• Ensure the implemented solution meets established business, technical, operational, security, and quality requirements.

Project Management & Governance

• Follow established enterprise IT Project Management Office (PMO) methodologies, standards, and procedures.
• Maintain project schedules, budgets, risk logs, issue logs, action items, and deliverables.
• Establish project governance and reporting processes.
• Monitor project performance against approved baselines.
• Escalate risks, issues, and project variances appropriately.
• Ensure project documentation is complete, current, and accessible to authorized stakeholders.
• Support quality assurance, testing, implementation, and post-implementation activities.
• Deliver regular project presentations and executive-level status updates.

Technical & Collaboration Skills

• Strong knowledge of EHR/EMR systems and healthcare IT environments .
• Experience working with cross-functional IT teams.
• Experience coordinating with software and hardware vendors.
• Strong understanding of project lifecycle management.
• Strong knowledge of risk, issue, change, scope, schedule, and budget management.
• Proficiency with Microsoft Teams and SharePoint .
• Experience with project documentation, reporting, and collaboration tools.
• Excellent written and verbal communication skills.
• Strong leadership, organization, facilitation, and problem-solving abilities.

Certification Requirement

PMP Certification – Mandatory

• Active PMI PMP certification
• Certification must have been held for at least 5 years
