Associate Director Finance

Position Information Under the general direction of the Senior Director of Finance and Business Operations, the Associate Director for Finance and Business Operations (ADFBO) serves as an influential and collaborative member of the Administrative Services and Strategic Executive Team (ASSET). The ADFBO manages diverse, complex general and healthcare administrative functions, space management, and financial, budgetary, and contracts/grants operations for the executive leadership of the Vice Chancellor of Health, Well-being, and Safety (HWS). The incumbent coordinates critical divisional activities, including annual budget planning, comprehensive budget processes, monthly executive-level financial reporting, commitment tracking, and the management of the Vice Chancellor’s discretionary resource pool. Additionally, the ADFBO conducts sophisticated budget and resource analyses to prepare long-term projections, monitor expenditures, and evaluate resource allocations to support strategic executive decision-making. The role optimizes financial systems and business workflows to improve operational efficiency, while providing direct oversight and coordination of contracts and grants administration. As the principal financial and business operations leader for HWS, the ADFBO collaborates closely with divisional executives and department directors to develop and administer fiscal policies and programs. The position ensures absolute compliance with federal, state, and University regulations while championing robust internal controls, accountability, and the proper stewardship of institutional resources. In concert with leadership, the ADFBO oversees the development of divisional budgets, manages fiscal reporting, and establishes streamlined procurement operations. Furthermore, the role provides vital day-to-day operational oversight, managing personnel, staff training, and billing and revenue workflows. The full salary range for the Associate Director, Finance & Business Operations is $103,100 - $196,300 annually. However, the expected pay scale for this position is up to $140,000 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a University employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Requirements Educational Requirements Degree Bachelor\'s degree in related area and/or equivalent experience/training. Excellent written and verbal communication skills to communicate effectively with students, faculty and staff at all levels in the organization, business partners and the medical community. Must have project management and organizational leadership skills. Position must be able to establish priorities, goals and objectives and timelines for achievement of goals. Broad knowledge of financial transactions and financial systems, as well as related policy, accounting, and regulatory compliance requirements. Must be computer literate. Knowledge and understanding of internal control practices and their impact on protecting University resources. Skills in organization and customer service to effectively manage multiple important priorities.Proven ability to organize department work functions in an efficient and effective manner. Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management under labor contract(s) and personnel policy. Skills to supervise support staff and to effectively establish and manage multiple priorities, goals and objectives in a fast-paced, dynamic environment that serves a diverse client population. Strong interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills. Ability to work well with a diverse population of staff and students using tact, diplomacy,and maintaining strict confidentiality. Demonstrated management and conflict resolution skills to effectively lead and motivate others. Proven ability to organize department work functions in an efficient and effective manner. Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and/or accounting and payroll. Preferred Qualifications Comprehensive knowledge of HR-related policies and procedures. Knowledge of union contracts and preparation of contract negotiations, in consultation with Human Resources. Skills in providing and managing the delivery of medical care services to a diverse client population. Must be able to collaborate with medical staff members and others across campus, both internal and external, at all levels in the organization on matters of significance. Knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirements.
