Minimum Qualifications
Master’s Degree in Finance, Business and/or Accounting or related field preferred. Bachelor’s degree required. Minimum 12 years of progressively responsible experience in School Finance with at least 5 years of experience in positions of leadership. Strong knowledge in areas of budgeting, financial management, payroll and procurement. Ability to communicate tactfully, appropriately, and effectively with individuals and groups, including the Board of Education, Superintendent, Executive Cabinet team, the Board Attorney, district staff, local school staff, and the community. Strong long‑range planning and organization skills. Ability to make challenging decisions, remain professional under stress, and possess exceptional judgement.
Goal
The Chief Finance Officer leads in the areas of planning, directing, coordinating, managing and implementing all business/financial functions pertaining to the operation and capital outlay needs of the district. The CFO ensures these responsibilities are in alignment with district priorities and are aimed at maximizing student achievement.
Representative Duties & Responsibilities
- Provide overall leadership and direction to the Office of Financial Management, including, financial services, financial accounting, accounts payable, financial reporting, purchasing, cash receipts and property control.
- Serves as a key member of the Superintendent’s executive leadership team, acting as a strategic leader and spokesperson on behalf of the Superintendent and CCSD.
- Provide executive oversight and ultimate fiscal responsibility for School Nutrition/Procurement and the After School Program (ASP), ensuring programs operate efficiently, remain financially sustainable, and comply with applicable laws, regulations, and district policies.
- Collaborate closely with Human Resources to support staffing, position management, and compensation decisions, ensuring alignment with budgetary constraints, organizational priorities, and approved salary structures.
- Communicates with the Board on behalf of, and in coordination with, the Superintendent as appropriate.
- Positively and proactively participates in leadership meetings, representing the Superintendent and district priorities.
- Aligns the district’s annual strategic priorities and long‑range strategic plan across all departments.
- Creates collaborative and effective communication channels between the board of education, district office, schools, and families; aims to resolve conflicts.
- Analyzes complex situations and synthesizes information carefully to develop an effective course of action.
- Works collaboratively to build consensus while also delivering exceptional results.
- Collaborates and builds relationships with internal and external stakeholders.
- Be flexible, resilient and adaptable to changing priorities.
- Prepares School Board agenda items, as well as presentations and reports for the Superintendent.
- Advise the Superintendent on matters relating to key issues regarding the District’s budget and financial status.
- Plan, direct and implement generally accepted financial management principals to ensure a fiscally sound governmental organization that meets or exceeds all legal and ethical requirements.
- Direct the preparation and administration of the District’s annual budget.
- Evaluate, recommend and coordinate the periodic revisions of the District’s annual budget.
- Coordinate and manage financial planning for the District.
- Prepare and submit financial reports to local, state and federal agencies as required.
- Plan, organize and direct the property control systems for all District assets.
- Monitor and analyze revenue sources, expenditures and encumbrances for all District funds.
- Coordinate debt management, bond sales, capital outlay funds and real estate acquisitions.
- Manage daily cash flow and make recommendations regarding the investment of District funds.
- Analyze and compile information from County Assessor’s office in the recommendation of the District’s annual millage rate.
- Respond and coordinate the District’s response to audits.
- Oversee the required audit of internal accounts.
- Review budgets of departments and schools.
- Possess and maintain valid and appropriate license, certificate and/or credential as may be required for this position.
- Follow work scheduling and attendance requirements in a regular, predictable and punctual manner.
- Participate in training programs to increase skills and proficiency related to assignment.
- Review current developments, literature and technical source information related to job responsibilities.
- Ensure adherence to good safety procedures.
- Follow federal and state laws, as well as Board policies.
- Perform other duties as assigned.
