Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position independentlyconducts or leads investigative teams in conducting difficult assignments thattypically involve violations of law, regulation, or policy andinterrelationshipsbetween and among programs, systems, functions,policies, and various issues. The investigations conducts may involve financialrecords and systems or consist of activities to review and evaluate theperformance of an entity's assigned functions or activities involved in thedetection of fraud, waste, and abuse. The activities also include criminalactivities perpetuated by providers of services, contractors, employees,private individuals and others involving the programs and operations of USCP. This position requires theincumbent to obtain and maintain a Top-Secret Security Clearance. Failure toobtain and maintain a Top-Secret Security Clearance may result in termination. Participates with theAssistant Inspector General for Investigations in the formulation ofinvestigative and oversight program policies, goals, and objectives and thedevelopment of long- and short- range strategic plans for the OIG's Investigativeand oversight programs. Ensures that basic policy and planning activities areimplemented and that planning and procedures adequately identify vulnerableareas and provide for adequate coverage of USCP programs and personnel througha combination of proactive and reactive investigations and oversight reviews. Plans, directs andcoordinates the conduct of the full range of investigations throughout theDepartment including the investigations of senior officials and Office ofProfessional Responsibility (OPR) personnel many of which are complex andextremely sensitive. Investigates complaints or information concerning possibleviolations of laws, rules, regulations, mismanagement, gross waste of funds,and abuse of authority. Makes recommendations forcorrective actions, including changes in regulations, policies and procedures,when areas of vulnerability are identified related to fraud and abuse. Developsplans for countering fraud and abuse. Reviews results and recommends furtheraction when necessary. Directs and prepares reportson conditions and situations identified through investigations of allegationsand complaints, and recommends actions to take that will result in correctionand prevention. Monitors disposition of report findings to ensure appropriateactions are taken. Directs and monitorsactivities in the conduct of interviews with subjects and witnesses, andinformation in developing cases and serving subpoenas. Participates with otherlaw enforcement agencies. Serves as the liaison with USCP OPR, Investigations Division on investigativeand oversight matters, including the referral of cases to those offices forinvestigations. Reviews and disseminates reports from the Federal Bureau ofInvestigation and other government agencies, as appropriate. Travel required: 1 Travel may be required. Supervisory status: False Promotion potential: 10 Requirements You must be a U.S. Citizen.Successful completion of a Background Investigation is required. - Dual Compensation Offset Waiver for Approved Rehires. Term appointment up to 4 years.Must be able to obtain and maintain a Top Secret Clearance. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. In order to qualify, you must meet the specialized experiencerequirements described below. Experience investigating criminal cases requiring the use of recognizedinvestigative methods and techniques and that may have included appearing incourt to present evidence. Experience Investigates complaints or information concerning possibleviolations of laws, rules, regulations, mismanagement, gross waste of funds,and abuse of authority. Experience directs and monitors activities in the conduct of interviewswith subjects and witnesses, and information in developing cases, and servingsubpoenas. Highly proficient in written and oral communication and in supporting theproduction of deliverables to upper-level stakeholders.

Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
