HR Business Partner

The Texas General Land Office is seeking a Human Resources Business Partner within the Human Resources Department of the agency. Our Mission: The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. Performs highly complex (senior-level) human resources management work. Works with assigned program areas to provide full employee life cycle support. Provides proactive customer service, guidance, strategies, and coaching to assigned department leadership on issues related to all areas of human resources management. Maintains workplace confidentiality and information security in accordance with the Texas General Land Office Confidentiality Agreement; performs all duties in accordance with federal and state laws and regulations. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. What Your Contributions to the GLO Will be: Works with assigned departments to provide full employee life cycle support, including developing job postings, reviewing position descriptions forms for completeness and accuracy of job alignment, and reviewing interview questions ensuring fairness; recruiting outreach; screening/reviewing of applications; acquiring background checks, ensuring departments provide references for selected candidates, and employee eligibility verification; onboarding; entering new hires in EMA, full separation process; and exit interviews. Strategic Human Resources Support. Provides proactive customer service, guidance, strategies, and coaching to assigned departments leadership on issues related to all areas of human resources management, including talent acquisition, talent management, organizational and staff development, and succession planning. Receives and proactively resolves HR-related inquiries, including complex and sensitive matters, by developing solutions through the application of procedures or policy consults with/refers to appropriate staff, as necessary. Provides and explains employee benefits including healthcare and retirement programs; provides information and enrollment assistance to employees for programs administered by the Employee Retirement System (ERS). Collects benefit election forms for new hires and enters data into CAPPS and ERS. Completes and processes all benefits' related actions for assigned departments, including medical support orders, TIPP claim forms, and qualifying life events. Responsible for timely and accurate Personnel Action Form (PAF) routing for assigned departments. Enters and maintains relevant employee data in CAPPS and agency file systems. Maintains and reviews human resources automated systems, files, and records. Collects, organizes, analyzes, and prepares human resources materials in response to requests for information and reports. Ensures secure remote access of necessary forms, procedures, documents, and other materials for business continuity purposes. Provides weekly reports to HR leadership. Plans, develops material, and facilitates workshops, meetings, and HR training; deliver training to managers and others as needed. Minimum Qualifications: Graduation from an accredited four-year college or university in business administration, human resources or a related field. Three (3) or more years of experience managing the complete employee life cycle, including talent acquisition, separations, and benefits. Full-Time experience in Human Resources or closely related experience may substitute for education on a year-for-year basis. Location Requirements: This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided. Preferred Qualifications: Experience with a State of Texas or higher education agency to include Centralized Accounting and Payroll/Personnel. Experience in Human Resources Generalist role. Proficiency in Microsoft Office 365 Suite (Word, PowerPoint, Excel, SharePoint, Outlook). SHRM or PHR certification. Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
