Summary

The Diagnostic Radiologic Tech provides guidance, instruction, maintenance, and troubleshooting services in the day-to-day operations of the Radiology Picture Archive and Communication System (PACS), Voice Recognition (VR), Vista Imaging interface, Electronic Health Record (EHR) and the radiology package. The Diagnostic Radiologic Tech is responsible for support of all diagnostic imaging modalities at GCVHCS.

Duties:

  • Research and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system.
  • Performs Vista Radiology, Cerner, and P ACS support activities and general ADP AC duties within Imaging Service and coordinates support throughout the GCVHCS and with teleradiology services.
  • Distributes workload to teleradiology services and in-house radiologists as needed under the guidance and direction of the service chief.
  • Monitors and performs a variety of Quality Assurance and Quality Control functions according to service policies within Imaging Service.
  • Performs daily imaging system performance checks and identifies outliers/malfunctions and initiates work orders/corrective actions to address problems.
  • Performs troubleshooting for equipment malfunctions and reports deficiencies to supervisor. Reviews Radiology incomplete exam list daily.
  • Designs and maintains a quality control program for digital radiographic images to include, but not necessarily be restricted to, evaluation of image quality from modality to viewing monitor.
  • Assists the Imaging Manager in assessment and procurement of new equipment. Identifies problems, gathers data, performs analysis, and proposes solutions to problems and barriers to establishment of an efficient, cost-effective filmless radiology environment.
  • Performs duties of a radiology ADP AC including user access control. Complies with all system and personnel security requirements.
  • Provides timely reports as needed to other services, workgroups, credentialing department and committees. Monitors and presents Quality Assurance data to the services chief, supervisors and other stakeholders as needed.
Work Schedule : Monday - Friday, 8:00am to 4:30pm, subject to change based on the needs of the facility.

Pay: Competitive salary and regular salary increases.

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements :
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable.Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
  • Education: Applicants must have completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations :
  • Diagnostic Radiologic Technologist, GS-11

    Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist.

PACS Technologist. This position serves as a liaison for the Office of Information and Technology (OI&T), Biomedical Engineering staff and clinical users to ensure the PACS system is configured to optimize imaging including distribution capabilities; develops methods and programs to evaluate, monitor and maintain digital imaging and voice recognition systems; serves as team leader in planning, developing, and instructing users in the operation of PACS network elements, the 14 integration of these with related systems, and recommends corresponding upgrades. This position researches and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system; performs complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links necessary to interface with the HIS (Hospital Information System), Application Entity (AE) titles, individual and user group creation, and access management, system filters, exam code dictionaries, DICOM configuration testing, hanging protocols, voice file exchange, and other duties associated with this position. The incumbent ensures compliance with all national and VA information and security requirements, including archiving of images to VistA imaging. This position may independently function as a DRT, which may include complex modality such as CT, MR, mammography, ultrasound, and IR.

The candidate must demonstrate all of the following technical KSAs:

i. Knowledge of contingency plans during equipment downtimes.

ii. Ability to act as liaison for Radiology with biomedical engineering and OI&T.

iii. Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems.

iv. Ability to lead a team of multidisciplinary members in accomplishing strategic planning and integration of PACS and network elements.

v. Ability to perform complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links, AE titles, individual and user group creation and access management, etc.

vi. Knowledge of VA and other national guidelines pertaining to PACS network, VistA imaging, and database security.

vii. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation.]

Preferred Experience: At least five years of experience as a Diagnostic Radiologic Technologist with additional certifications and multiple years of experience in advanced imaging modalities such as CT and MRI. At least five years of experience as a PACS administrator with on-call experience working for a multimodality imaging department providing 24x7 emergency services. Three years of experience with quality control / quality assurance I quality management. Three years of experience as an Automated Data Processing Application Coordinator (ADPAC). Experience with imaging peer review (OPPE and FPPE).

Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.

Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
