Child Care Services Early Childhood Specialist

Position Summary

SPCAA is seeking an Early Childhood Workforce Development Specialist to serve as the designated Texas Early Childhood Professional Development System (TECPDS) and Infant-Toddler Specialist Network (ITSN) Specialist for the Workforce Solutions South Plains service area.

This position strengthens the early childhood workforce by supporting the Texas Workforce Registry, coordinating professional development, validating training records, and providing relationship-based coaching and technical assistance to infant and toddler educators. The Specialist also supports Texas Rising Star and other continuous quality improvement initiatives throughout the 15-county service area.

Essential Responsibilities

• Conduct Texas Workforce Registry orientations and provide technical assistance to child care providers and staff.
• Assist users with account creation, document uploads, account linking, career pathways, and professional development planning.
• Review, validate, and certify Workforce Registry training records in accordance with TECPDS requirements.
• Maintain the Workforce Development Board Organizational Dashboard and generate workforce participation and training reports.
• Provide individualized coaching and technical assistance to infant and toddler educators.
• Support responsive caregiving, social-emotional development, family engagement, classroom quality, and developmentally appropriate practices.
• Coordinate and deliver professional development supporting Texas Rising Star, Child Care Services, infant-toddler education, leadership, and continuous quality improvement.
• Analyze workforce data to identify training gaps, credential needs, and workforce development trends.
• Collaborate with child care providers, Texas Rising Star mentors, TWC, TECPDS, ITSN, higher education institutions, and community partners.
• Complete required program documentation, reports, training, certifications, and annual work plans.

Minimum Qualifications

• Associate degree in Early Childhood Education, Child Development, Education, Human Services, Social Work, Public Administration, or a closely related field.
• At least three years of progressively responsible experience in early childhood education, professional development, child care quality initiatives, workforce development, adult education, coaching, mentoring, or technical assistance.
• Strong written, verbal, presentation, organizational, and interpersonal skills.
• Ability to manage multiple projects, maintain accurate records, interpret policies, analyze data, and work independently.

Preferred Qualifications

• Bachelor’s degree in Early Childhood Education or a related field.
• Experience with TECPDS, the Texas Workforce Registry, CLI Engage, Texas Rising Star, ITSN, Child Care Services, or Workforce Solutions.
• Experience facilitating adult learning or developing training materials.
• Bilingual in English and Spanish.

Additional Requirements

• Must complete and maintain required TECPDS, Workforce Registry Validator, and ITSN training and certifications.
• Valid Texas driver’s license.
• Ability to travel throughout the 15-county Workforce Solutions South Plains service area.
• Ability to lift and carry up to 25 pounds.
• Occasional evening or weekend work may be required for training and provider events.
• This is an onsite position with frequent local and regional travel.
