Description WSDOT is seeking a skilled Transportation Engineer 4 to join our SR 520 Corridor Design‑Build Office as the Utilities Construction Supervisor in Seattle, WA. In this key leadership role you will coordinate utility construction, inspection, and quality verification efforts to ensure work is completed safely, efficiently, and in full compliance with contract requirements, project schedules, and engineering standards. What To Expect Provide senior‑level coordination and resolution of utility‑related construction issues associated with SR 520 and related transportation projects. Coordinate with utility owners, contractors, local agencies, consultants, WSDOT specialty groups, project leadership, and the Utility Lead Inspector. Review utility construction plans, work plans, permits, utility owner requirements, schedules, status reports, and issue documentation to determine impacts to safety, operations, schedule, contract compliance, or project delivery. Evaluate escalated utility construction issues, determine next steps, and resolve issues within delegated authority. Elevate utility‑related issues to the Construction Project Engineer when they require project‑level direction, contract action, cost or schedule decision, design clarification, or management approval. Support response to significant utility conflicts, outages, service disruptions, and third‑party damages by coordinating notifications, tracking response actions, and communicating status to project leadership and affected utility owners. Participate in utility coordination, construction, safety, and project status meetings to provide expertise on utility‑related risks, decisions, unresolved issues, and required management actions. Oversee the utility construction quality verification program performed by the Utility Lead Inspector and assigned quality verification inspectors. Qualifications Advanced knowledge of transportation construction engineering principles, utility coordination, construction inspection, and quality verification practices. Demonstrated knowledge of utility construction systems and infrastructure (water distribution, electrical, electronic, ITS, mechanical, HVAC, fire and life safety systems). Ability to read, interpret, and apply engineering plans, specifications, contract documents, shop drawings, wiring diagrams, and technical manuals. Experience planning, coordinating, overseeing, and supervising complex utility or transportation construction activities involving multidisciplinary teams and multiple stakeholders. Strong problem‑solving and decision‑making skills, with the ability to evaluate construction issues, identify risks, and develop practical, timely solutions. Leadership and communication abilities, skilled at leading and developing teams, fostering collaboration, and conveying technical information clearly. Growth mindset and a commitment to continuous learning. Service‑oriented attitude, taking action to meet the needs of others. Preferred Qualifications Knowledge of transportation construction administration principles, documentation practices, and contract administration processes. Experience with Design‑Build or other alternative project delivery methods in complex, multidisciplinary environments. Knowledge of construction quality verification processes and contract administration practices, including experience with construction management systems for RFIs, submittals, change management, and project records. Experience with utility owner agreements, third‑party coordination requirements, and collaborative construction practices. Important Notes This recruitment may also be used to fill additional positions per business needs. This position offers flexible/hybrid remote work options. The salary listed includes the legislative‑approved 5% salary premium for positions in King County. Additional compensation may be available depending on type, duties, or location of the position.
