JOB SUMMARY

Early Head Start (EHS) program serves infants and toddlers under the age of 3, as well as pregnant women. The EHS program provides comprehensive child development and family support services to eligible families enrolled in the Early Head Start Home Based program. The Early Head Start Home Visitor provides in-home coaching and modeling, as well as group socialization experiences to parents and children which will enhance the parent’s ability to fill the role of primary nurturer of their child. The home visitor works collaboratively with preschool leadership in all other EHS components (health and nutrition, family services, mental health, special services, parent education and resource/referral) to integrate services into the family setting.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Other duties may be assigned Conduct 46 weekly 90-minute home visits annually for each of 12 enrolled families with infants, toddlers, and/or pregnant women, providing developmentally appropriate activities, family resources, and ongoing support related to health care, nutrition, food assistance, oral health, and mental health services to promote healthy child growth and development. Plan for weekly visits utilizing the home based curriculum and provide support with activities using materials within the home. Collaborate with families to develop goals, plans, and strategies to promote current learning, attend to nutritional, health, social emotional, and other individual needs of the child. Plan, coordinate, and lead bi-monthly socializations for (22) enrolled infants/toddlers, their primary caregivers and pregnant women for a total of 22 annually. Create and maintain respectful partnerships with families, recognizing parents as a child’s first teacher. Provide support (modeling or coaching) in parent and child activities that encourages developmentally appropriate activities for the changing needs of infants and toddlers. Collaborate and provide family support with the completion of initial enrollment activities including family partnership agreements, developmental screenings and all other required assessments within the required funding timeframes. Deliver health, educational, nutritional and child growth and development information to parents via weekly home visits using home visiting curriculum and the Head Start Early Learning Outcomes Framework (ELOF) and The Center’s School Readiness Goals. Maintain accurate written and/or electronic records including: weekly home visit records, curriculum progress, family goals, and community resource needs and connections. Complete child assessments via Teaching Strategies Gold 3 times a year following the assessment calendar for preschool and LCES. Assist Preschool Leadership team and the Family and Community Coordinator with the advertisement and recruitment of families and pregnant women to support and maintain full enrollment of the EHS program. Work with the Preschool Director to set goals for improvement with the home visiting program, services to families, and quality educational experiences and best practices for children, families and pregnant women enrolled in Early Head Start. Collaborate with supervisor to create a professional development plan that will assist you in meeting your educational goals. Collaborate with the District Nurse and Assistant Director to help parents meet health requirements with prenatal visits, well-child exams, immunizations, dental exams, blood lead exams, and vision and hearing screenings, as well as any follow up care that is needed. Assist and support families in location resources and scheduling appointments with community resources that best meets their needs as part of the home visiting process. Collaborate with Family and Community Coordinator and Preschool Director as needed to support children and families receiving needed and necessary services including Child Find for evaluation or support to meet health, language, or development needs. Collaborate with Early Intervention service providers as appropriate for children and families receiving early intervention services through an Individual Family Service Plan (IFSP). Provide support with newborn visit within two weeks of the birth of the baby and connection to resources for mother and other family members for postpartum health. Support with transition of infant into Early Head Start program as necessary. Work with families and Preschool Leadership to develop a transition plan for children beginning when the child turns 30 months and families transitioning from Early Head Start to Head Start. EDUCATION, EXPERIENCE, TRAINING, QUALIFICATIONS, AND REQUIREMENTS Home-Based Child Development Associate (CDA) credential or comparable certification required, or an Associate’s or Bachelor’s degree in Early Childhood Education, Family Services, Human Services, or a related field, or equivalent work experience. Candidates must be able to obtain a Home-Based CDA within six (6) months of hire if not already credentialed. Spanish language fluency is required. Training and knowledge of designated home visiting curriculum and selected developmental screening tools are required and may be obtained after hire. Such training may require in-state or out-of-state travel. Employees must maintain a flexible work schedule to accommodate the varying needs and availability of enrolled families and complete a minimum of 15 clock hours of District-provided professional development annually during work hours. Two (2) years of experience in family services, child development, or early childhood education is preferred. Experience working with low-income families and women with high-risk pregnancies is highly desirable. Strong communication and interpersonal skills are required, along with the ability to work effectively with both children and adults. Basic computer proficiency, including Microsoft Office applications and email, is required. Candidates must be able to respond appropriately in emergency or crisis situations and successfully pass a Colorado Bureau of Investigation (CBI) fingerprint and background check prior to employment. A valid Colorado Driver’s License and proof of insurance are required. Employees must be willing and able to travel throughout Lake County for home visits in all seasons, including winter conditions. Pediatric CPR and First Aid certifications must be obtained within thirty (30) days of hire. A physical examination and tuberculosis (TB) screening are also required within thirty (30) days of hire.

SUPERVISION/TECHNICAL RESPONSIBILITY

Responsible for supporting children and families during home visits and group socializations. Acts as a resource for families by assisting them with activities and providing information regarding children's activities, health, development and/or progress. Meet the needs of all children including those at risk, those with special needs, those who are gifted, and those who are culturally diverse.

JUDGMENT AND DECISION MAKING

Daily work is assigned to Preschool Director. Requires independent judgment and application of professional standards to effectively execute home visiting program. Decision making is guided by The Center Employee Guidelines, District Policies, and Early Head Start Performance Standards. Decision making requires collaboration with The Center Leadership Team. Errors in decision making could impact children's education opportunities, children's safety, relationships with parents, and/or the public image of the programs.

DIVERSITY OF DUTIES

Duties require traveling and providing weekly home visits to enrolled families, knowledge and understanding of child development, collaboration with the preschool leadership team, the Preschool Director, and community partners. Duties extend beyond assigned building on a daily basis.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to stand, walk, stoop, kneel, crouch, or crawl, and talk or hear. The employee frequently is required to use hands to finger, handle, or feel and reach with hands and arms. The employee is required to sit or be at eye level with the child. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee is occasionally exposed to outside weather conditions and will be performing job duties in the location of the homes of families.

MENTAL FUNCTIONS

While performing the duties of this job, the employee is regularly required to communicate copy, instruct, use interpersonal skills, and negotiate.
