The position requires a strong process improvement background as the needs of our assets and customer base are constantly evolving. This position frequently collaborates with customers, internal staff and vendors which requires someone who is an active listener, anticipates the needs of customers, and communicates in a clear and professional manner.**Job Description:****ESSENTIAL DUTIES AND RESPONSIBILITIES** * Directs assigned staff in the performance of approved general maintenance and cleaning.* Oversees the quality, cost, duration, and thoroughness of all work in the Maintenance workgroup.* Develops maintenance procedures and schedules.* Oversees and coordinates the in-house technicians and contractors who maintain and repair parking structures, parking equipment, de-watering equipment, air handling equipment, fire suppression systems, and electrical systems, and other building systems.* Provides supervisory oversight for in-house building maintenance technicians and leads.* Coordinates response to, and ensures resolution of, and open tickets for Inquire Boulder CRM system.* Communicates with internal and external customers and vendors/contractors in a clear and professional manner.* Develops and manages annual operational budgets.* Participates and contributes as a member of the Parking and Access division’s leadership team.* Recognizes the needs of team members and is direct, specific and respectful in communication and behaviors.* Responds to emergency situations as assigned in city and departmental emergency response procedures.* Coordinates response of maintenance staff and contractors to complete repairs to city facilities in compliance with the Boulder Revised Code.* Manages the necessary processes for the proper operation and use of the CMMS by the Operations Maintenance team.* Establishes key performance indicators (KPI) for the maintenance team and utilizes the CMMS to track performance against the KPI’s.* Periodically perform audits of work order status and backlog.* Manages vendor/contractor solicitations. This includes assisting with RFP/RFQ development and vendor selection in accordance with City of Boulder procurement policies.* Facilitates vendor/contractor performance management.* Collaborates with contractors to periodically review the scope of work to ensure alignment with best management practices and works with the vendor/contractor to correct any performance deficiencies.* Follows City of Boulder Purchasing policies.* Ensures purchase orders are created when required by City of Boulder procurement policies. This includes soliciting proposals from vendors/contractors and collaborating with the Business Services Team to create purchase orders.* Assists in oversight of the key program.* Assists in the evaluation of physical security needs for all district assets.* Collaborates with the Facilities Projects team where needed to employ physical security for projects and integrating hardware installed during the project into the existing enterprise system.**MINIMUM QUALIFICATIONS*** Ability to actively listen to concerns and be open to the ideas of clients and colleagues.* Ability to communicate tactfully and effectively in difficult situations and during times of stress.* Ability to convey ideas effectively at multiple levels of the organization, both internal and external to the Maintenance Workgroup.* Ability to demonstrate attention to detail and can map out processes, meet deadlines and effectively track progress.* Ability to demonstrate dependability and reliability, be known for following up and delivering on commitments.* Ability to demonstrate initiative and a sense of urgency and completes work in a timely and consistent manner.* Ability to demonstrate leadership skills that leverage employee's integrity, accountability, empathy, humility, resilience, vision, influence, and positivity.* Ability to demonstrate skills as a strong communicator.* Ability to keep stakeholders informed of progress and timelines.* Ability to manage and measure work **-** Clearly assigns responsibility for tasks and decisions; sets clear objectives and measures; monitors process, progress, and results; designs feedback loops into work.* Ability to notice, interpret, and anticipate others’ concerns and feelings, and to communicate this awareness empathetically to others.* Knowledge and experience building effective teams - Blends people into teams when needed; creates strong morale and spirit in his/her team; shares wins and success; fosters open dialogue; lets people finish and be responsible for their work; defines success in terms of the whole team; creates a feeling of belonging in the team.* Knowledge of best practices for maintenance and operations of commercial facilities.* Knowledge of parking garages, commercial buildings and their associated systems.* Skills and proficiency in Microsoft Office computer applications such as Word and Excel.* Skills at a strong level in organization and administration.* Must hold and maintain a valid drivers' license.* Must successfully pass a background check before first day of work and maintain acceptable screening.**PREFERRED QUALIFICATIONS*** Ability to demonstrate Internal Facility Management Association (IFMA), Certified Facility Manager (CFM), or Sustainability Facility Professional (SFP) certification.* Ability to show advanced experience with parking systems, structures and software.* Ability to comply fully with the FBI's Criminal Justice Information Services (CJIS) Security Policy.* Knowledge and experience in employee relations experience in a union environment.* Skills and experience with data analytics.* Bachelor’s degree in Facilities Management or related field.**MINIMUM REQUIRED EDUCATION AND EXPERIENCE*** Associate’s degree in Facilities Maintenance, Industrial Maintenance, Business or similar field. Four (4) years of related experience may substitute for the education requirement only.* Five (5) or more years’ experience in general building maintenance.* Three (3) years in a maintenance operations supervisor or lead role that included significant employee relations and employee coaching.* Two (2) years working with a Computerized Maintenance Management System (CMMS).* Current CPR/AED/First Aid Certification or Emergency Medical Responder certification* Occupational Safety and Health: Blood-Borne Pathogens* OSHA 10 Hour General Industry Course Training**SUPERVISION****Supervision Received**: Facilities Operations Senior Manager**Supervision Exercised**: Parking Maintenance Lead, Parking Maintenance Technician III, Parking Maintenance Technician II, Parking Maintenance Technician I**WORKING CONDITIONS AND REQUIREMENTS** * **Physical and Mental Effort**: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively via email, chat, telephone and in person. Sufficient vision or other powers of observation that permits the employee to review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions, in confined spaces and in traffic. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Upper body strength to lift up to 70 pounds occasionally.* **Work Environment**: Works primarily in clean, comfortable environment; however may be called upon to work in adverse weather conditions and/or dirty environments in the facilities. Will be called upon to do snow removal.
