POSITION SUMMARY:

Under the direction of the CJIS Manager II and the Crime Information Bureau (CIB) Chief, the incumbent in this position supervises, administrates, and resolves operational and management problems pertaining to the activities of the research team.  This position is responsible for providing management consultant services to the Division, Department, and other agencies to improve operations and ensure efficient and effective accomplishments of agency objectives.  Additionally, this position supervises employees assigned to the maintenance, data processing and dissemination functions related to the Computerized Criminal History file and the Multi-Biometric Identification Solution (MBIS) system.  This position is responsible for streamlining functions to promote efficient and effective processing. This position provides research analysis relative to laws, rules and regulations that directly or indirectly have an impact on criminal justice data.  This position provides administrative assistance and support to the Manager II and Bureau Chief in such areas as auditing daily activity reports, preparing employee performance evaluations, evaluating unit work load status and individual employee progress.  This position develops and maintains personal contact for information/corrective action reports by the private sector, municipal, county, state and federal agencies.

DUTIES & RESPONSIBILITIES:

Specific duties include:

• Responsible for directing member supervision by planning, organizing, coordinating, and managing of work within the research team;
• Coordinating various work volumes daily and addresses them through work adjustments by monitoring the status of the work in the their unit;
• Consulting with Manager II and administrative staff to resolve programmatic, administrative and operational issues and problems.
• Assessing/analyzing and making recommendations to resolve issues and problems within the Bureau;
• Monitoring operational activities to meet objectives and assure compliance with state and federal laws and operational goals;
• Acting as liaison with internal and external customers regarding criminal justice data;
• Participates in the overall management, planning and policy development of the Bureau and Division;
• Providing data analysis of productivity goals of the unit and provides research, analysis and assimilation of information relative to laws, rules and regulations that directly or indirectly impact criminal justice data; and
• Preparing periodic performance evaluations on employees and makes recommendations for promotions based on the member’s performance.

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

MINIMUM QUALIFICATIONS:

1. At  least  three  years  of  professional work experience.

KNOWLEDGE, SKILLS & ABILITIES:

• Knowledge of law enforcement telecommunications systems;
• Knowledge of the methods of data analysis;
• Ability to read and interpret law enforcement data;
• Ability to interpret and apply policies, procedures, and State and Federal law;
• Ability to plan, organize and coordinate work assignments;
• Ability to communicate effectively verbally and in writing; and
• Ability to establish and maintain effective working relationships with others.
