Your impact Jacobs-led team serves as MARTA's CPMO Supplemental Services Consultant and manage the construction aspects of the joint venture between Jacobs and H. J. Russell & Company support the Metropolitan Atlanta Rapid Transit Authority (MARTA). This position will be as part of a joint venture team and the selected candidate will be hired by Jacobs or one of the JV program partners.At Jacobs, we are looking for a Cost Engineer in our Atlanta, GA office. Under the general direction of the Program Cost Controls Manager, the Project Controls Engineer - Cost is responsible for developing, maintaining, and reviewing cost management data, including budget and cost forecast, and providing accurate and timely reporting of cost data.Ability to establish and enforce cost control frameworks, policies, and procedures across a multi-billion programStrong analytical and problem-solving skills with capacity to present insights clearly to executives, boards, and stakeholdersGenerate regular cost reports, summaries, and dashboards for review by the Capital Program Management Office (CPMO)Ability to lead cost workshops with project managers and contractors teamsDemonstrated ability to work in a matrixed CPMO environment with multiple delivery partnersProactive in identifying potential cost overruns or risks and driving corrective actionExcellent written and verbal communication skills; ability to translate complex cost data into executive-level reportingDocument, review, and perform analysis of variances in cost and schedule, and make recommendations for corrective actionsCoordinate and gather information for special reports and requestsReconcile and make edits to the Cost Management System for Budget, Cost, and Change InformationDevelop and coordinate cost management updates to assist Project Management team with current Budgets, Actuals, Accruals, Forecasts, and ChangesProvide support for the use and administration of the Cost Management System (Unifier), including tasks such as data entry, system updates, and generating reportsAssist in developing, compiling, and producing rail transit program reports, summaries, and dashboards that cover progress, cost, cash flow, earned value, risk, schedule, and other key informationContribute to change management documentation by logging and tracking potential changes and approved change ordersUpdate, reconcile, and report changes into and from the Change Control Board and Construction Contractor for tracking Pending and Approved Changes and Contingency UtilizationsPerform regular interval QA/QC of the project cost data and communicate correctionsVerify changes are properly reflected in the cost forecast and assesses the impact on contingency, escalation, and cash flowAssists the Program Cost Manager with cost forecasts and funding that conforms to the Cost Management PlanParticipates in the development of Cost Control/Cost management system proceduresCoordinate with internal teams such as Finance, Budget, and Procurement to support reconciliation and audit readinessAssist in the preparation of memos, presentations, and client deliverables, including basic charts, tables, and financial summaries as requested Here's what you'll need BA/BS Degree in Construction Management, Business, Engineering, or a related field10+ years of progressive experience in cost engineering of large-scale infrastructure/capital projectsAACE Certifications, Project Management Professional (PMP), Certified Cost Professional (CCP), or Earned Value Professional (EVP) are a plusIdeally, you'll have:Direct experience supporting programs valued at $5B+ (preferably $10B+) with complex, multi-year, multi-contract portfoliosExperience in public sector capital programs and federal/state/local funding compliance is highly desirableStrong familiarity with contracting models (lump sum, GMP, CM-at-risk, design-build, progressive design-build, PPP)Excellent analytical and critical thinking skills with the ability to solve problemsAttention to detail and organization while working in a fast-paced environmentAbility to manage multiple projects, meet deadlines, and produce project deliverablesAbility to build and sustain relationships with team members, contractors, clients, and all stakeholdersAbility to prioritize workload and deliverablesProficient in the Microsoft Office suite and Project Management Information Systems (Unifier) or similarAlso please note this role is in the office 5 day a week.Sponsorship is not available for this positionOur health and welfare benefits are designed to invest in you, and in the things you care about.
