Job Summary The Claims Officer II is considered a technical expert in the area of claims management and is assigned the more complicated cases. Incumbents are responsible for database and claims management, staff and project development, and serve as lead over lower level staff. Work is performed under the general supervision of the Claims Supervisor. Work Schedule Normal work hours are 8:00 AM to 5:00 PM, Monday - Friday. Candidates are required to be available to work additional hours, which may include evenings and weekends, as needed to respond to service needs. This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Performs the duties of the Claims Officer I and the following: Provide leadership, technical assistance and training to co-workers and internal and/or external customers with regard to claims management; monitor quality and work product. Perform general audit functions of claims in iComp. Provide database management; create reports for analyzing critical data; collect information and develop relevant reports as requested by Claims Manager, Supervisor or any County Departments. Keep claims system updated as updates are received from vendor; report need for change and problems in the system to the vendor. Perform a limited number of supervisory duties and serve as resource person to other staff. Manage all data gathering for performance review data. Propose scope of work and goals for ad hoc assignments or projects. Provide, lead or conduct required analyses, including compliance with state laws and rules, performance evaluation, program review. Develop new processes for new laws with claims Supervisor. Ensure the worker’s compensation program maintains compliance with all relevant laws and regulations. Resolve problems presented by difficult customers, including workers, supervisors and managers; prepare correspondence to internal and/or external customers addressing complaints, concerns and problems of a controversial and sensitive nature. Coordinate excess insurance issues with Risk Management. Manage on-going Department of Labor and Industries requirements for pension claims. Serves as office expert on third party issues, payroll systems and time loss calculations and processing, giving direction to the Claims Supervisor on all third party claims. Educate and perform outreach through written materials, training seminars and one-on-one settings. Create standard operating procedures for claims processes. Plan and facilitate monthly staff meetings. Qualifications Knowledge of state Industrial Insurance laws and regulations Knowledge of medical and legal terminology, practices and procedures Knowledge of investigation and adjudication practices of industrial injury claims Knowledge of English language (proper grammar, usage and spelling) Skill in oral and written communication Skill in problem‑solving and analysis Interpersonal skills Skill in the use of a personal computer, word processing and data management software Skill in mathematics Skill in negotiation and conflict‑resolution Skill in handling a number of projects or tasks simultaneously Skill in working with a diverse group of individuals Skill in working under pressure and meeting regulatory deadlines Necessary Requirement Washington State Department of Labor and Industries Claims Administration Certificate/WWCP. Please note that the annual salary range is based on 2007 rates; 2008 rates are subject to labor contract negotiations.
